Worldwide efforts are being made to improve the quality of human life and the quality of the environment. In order to achieve these ends, educators must prepare individuals to become environmentally literate citizens and well-informed decision-makers in a fast changing technological world. This descriptive study used surveys to determine the status of environmental education in East Tennessee school systems as perceived by elementary and middle school teachers. Through this study, information was provided about what is being done and what needs to be done to improve environmental education in the State of Tennessee. A matrix for achieving the goal of sustainability at the local level through the decision making process of project development is developed in this study. Presently, many decisions as to the desirability of development are based on economic impact to the local area.Using the matrix could change this by using sustainability as the standard. The model used was designed by European planners for planning at any level. A baseline of sustainability for the local area is first determined, then the development project is assessed using the matrix to determine the impact on a given condition. Qualitative And Quantitative Of Land-Use Managers' Attitudes Towards Environmental Justice, David O. Padgett, Nikitah O. Imani

On 11 February 1994, President Clinton signed Executive Order 12898 ‘‘Federal Actions to Address Environmental Justice in Minority Populations and Low-Income Populations.’’ Under the order, 17 federal agencies and offices are required to compile information about the race, national origin, and income of populations in close proximity to federal facilities that may have a significant effect upon ecosystem and human health. The goal is to protect historically disenfranchised groups from being disproportionately impacted by negative externalities associated with federal actions.

Race, Class, And The Distribution Of Radioactive Waste In New England, Douglas J. Anderton, John Michael Oates, Michael R. Fraser

New England Journal of Public Policy

Objective. Inequity in the distribution of environmental burdens among social groups, for example, minority and disadvantaged segments of the population, is an important topic in policy research. This research has largely focused on hazardous waste facilities and Superfund sites. Yet federal mandates to the states raise similar concerns over the social distribution of low-level radioactive waste facilities (LLRWFs). This study seeks to provide the first evaluation of equity in the distribution of LLRWFs within a state.

Methods. We use data from the 1990 Census to compare selected characteristics of tracts with low-level radioactive waste facilities to tracts without, tracts nearby …

Over the past two decades, the advent of federal and state environmental laws and the accompanying fear of liability for clean-up has led to a reluctance on the part of developers to purchase former industrial or commercial sites. These abandoned sites in which redevelopment is complicated by fear of contamination are known as brownfields. This article explores the utility of Title V of the New York State Clean Water/Clean Air Bond Act of 1996 and the State Voluntary Clean-up Program in creating incentive for developers to remediate these sites in New York State. To date, no federal takings legislation has been passed to protect individuals from government regulations that 'take' one's property without providing just compensation. However, since 1991, twenty states have passed some type of takings legislation. This study examines the following questions: What has been happening in Congress concerning the property rights issue and why has it failed to pass substantive federal takings legislation? Why did the proponents of takings legislation seek to move the issue to a larger venue beyond Congressional committees? And, what tactics did the proponents of takings legislation use to capture the political agenda regarding this issue …
