Geographic Information Systems: A Tool For Rural Community Research, Sarah Dewees, Timothy Collins

Journal of Rural Social Sciences

Because of their traditional application in the environmental and geological sciences, geographic information systems are not usually considered to be useful tools for rural community research or analysis. The 1990 census made socio-economic data available at the block-group level, however, and this has facilitated the mapping of socio-economic variables in small areas. Insight, explanation, and understanding can come from seeing data in their spatial context. Citizen researchers in the Jackson County, KY, Empowerment Zone used block-group level data in maps of their county to study socio-economic patterns in their communities. This questionnaire serves a guideline for gathering information that will produce a community inventory. First, you are asked to define your area of study, how many people live there and how many people are directly involved in food related activities. Then you are asked to gather information about the food system in your area. Important: please keep a record of your sources of information. The Health Professions Schools in Service to the Nation Program (HPSISN) was a multi-site, multi-year program designed to explore service learning as a tool for curricular reform within health professions education, and as a method for effectively preparing future professionals for work in a new health delivery system. With sponsorship from the Corporation for National Service and The Pew Charitable Trusts, 20 institutions were invited to participate from 1995 to 1998. During a conference highlighting "sustainable Communities," Margaret Thomas presented a paper based upon a 1994 research project designed to explore economic development strategies that would increase local prosperity and also protect the environment and protect natural resources. She described the economy and ecology as two sides of the same coin and proposed reconsidering human systems and industrial systems in the light of these two natural laws: 1) resources are to be used no faster than they are replenished, and 2) matter is ultimately recycled for reuse in biological or physical systems.

The Community-Based Management Of Fisheries In Atlantic Canada: A Legislative Proposal, Raymond Maccallum

Dalhousie Law Journal

The crises in Canada's fisheries demonstrate the failure of Canadian fisheries management practices to achieve their public policy objectives. The author proposes that a new fisheries management regime, based on principles of community-based management, should be implemented to better ensure the sustainability of both the fisheries and fishing communities. A draft bill is provided to establish a specific framework around which to discuss those values and interests that should be promoted and protected by legislation, and how legislation can be used to establish and nurture a new community-based management regime.

Citizen Participation And Strategic Planning For An Urban Enterprise Community, Michael Leo Owens

New England Journal of Public Policy

Public policies rarely have single objectives. For the federal Empowerment Zones and Enterprise Communities initiative, bettering the socioeconomic opportunity structure among a collection of the nation's low-income areas is only one of its goals. Another initiative objective is to foster the representation of common citizens, especially residents, in the planning and implementation of strategies and programs designed to redevelop these low-income areas. Strategic community planning was the method chosen by the initiative's designers to achieve both objectives.
