Regaining Our Youth, Empowering Our Communities: Service Learning And Community Development, Glenn D. Israel, Thomas W. Ilvento

Journal of Rural Social Sciences

This paper describes a development process which builds upon the strengths of community service learning and community development by providing teenagers a chance to get involved in the community while providing a valuable service leading to local action. The strategy focuses on building partnerships among students, teachers, and local leaders to learn about community leadership, conduct a community needs assessment survey, and address a local need through a community development process. Experience from projects in Florida and Kentucky suggests that this strategy can help youth get involved in the community while providing a sounder basis for the community to act …

Tourism As A Sustainable Rural Development Strategy: Building Consensus In Resident Attitudes, Paul B. Siegel, Paul M. Jakus

Journal of Rural Social Sciences

A survey of community leaders, broadly categorized as business people, public officials, and conservationists, was conducted to assess attitudes toward tourism in a six-county region of the Southern Appalachian Highlands of Tennessee and North Carolina. Broad support for tourism development was found across all groups, with the caveat that economic growth not take place at the expense of community character or environmental quality. In general, however, members of conservation organizations were more concerned about the negative impacts of tourism development than were business people or public officials. The methodology employed highlights issues of agreement and conflict among influential community groups. …

Empowerment Zones: Urban Revitalization Through Collaborative Enterprise, Audrey Mcfarlane

The federal government recently designated six empowerment zones in selected urban areas as an urban revitalization demonstration program. The program is derived from the enterprise zone strategy promoted by former HUD Secretary Jack Kemp that sought to address urban poverty by encouraging business growth through deregulation and tax incentives. The Clinton administration modified the original concept and now refers to the target areas as empowerment zones. As the definitions of "enterprise" and "empower" indicate, renaming the zones reflects a significant shift in emphasis-from a focus on stimulating business enterprise through reducing regulation to one in which regulation is used to …

An Empirical Investigation Of The Integrated Weapon System Management Concept Of Seamless Processes, Timothy H. Surabian

This research investigated the way four Air Force Materiel Command (AFMC) single manager organizations operationalized the Integrated Weapon System Management (IWSM) concept of "seamless processes." In this thesis, the IWSM concept of "seamless processes" refers to the degree of integration between acquisition and sustainment organizations. Four SPO organizations were involved in six case studies. This research focused on the way "seamless processes" affect the shifting of the organizational "center of gravity" within or between single manager organizations. An interview questionnaire was administered to 13 Product Center managers and 6 Logistics Center managers. The interview questions focused on IWSM in general, …

Supplemental Environmental Projects: A Bargain For The Environment, Laurie Droughton

Pace Environmental Law Review

Supplemental Environmental Projects (SEPs) have been used increasingly by the United States Environmental Protection Agency (EPA) in settlement decrees. SEPs, in general, consist of installing pollution prevention equipment or implementing pollution prevention programs, thereby achieving environmental benefit in excess of that which could be realized through injunctive relief. In return for performing the SEP, the EPA correspondingly decreases the penalty the violator must pay. This article examines the history and use of SEPs and advocates the inclusion of SEPs in settlement decrees is well within the EPA's statutory authority under the various statutes for whose enforcement the EPA is responsible.

The goal of this panel was to examine the policies formed in the wake of the Kepone incident: the environmental laws, the regulations and policies that are designed to safeguard our natural resources to ensure that incidents such as the Kepone incident do not reoccur and if they do, to hold those responsible for environmental damage accountable for their actions.

Man Or Beast: The Convention On Biological Diversity And The Emerging Law Of Sustainable Development, W. Robert Ward

Vanderbilt Journal of Transnational Law

Mr. Ward explores the legal nature of the Convention on Biological Diversity by examining patterns in the development of international law. He considers two categories of global agreements: (1) novel issues agreements and (2) general principles agreements. The article defines these two types of agreements and then considers whether the Convention addresses a novel issue in conservation law. Mr. Ward argues that the Convention is instead a general principles agreement that marks a new development in international law. The article concludes by exploring how the Convention may influence the further evolution of the law of sustainable development.

Many institutions of higher education are undergoing an identity crisis. In years to come, such a crisis may be viewed as a salient force in the historical evolution of American higher education. The 1980s and 1990s eventually may be acknowledged as the era when colleges and universities began to pursue their unique identities in an aggressive way. The purpose of this paper is to review the marketing strategies used by institutions of higher learning to communicate their unique identities and to review the elements essential to building organizations with a sense of community.

This Essay examines the role of multinational corporations in protecting human rights around the globe. Part I analyzes the conduct of corporations, describes examples of corporations' involvement in human rights violations, and discusses the merits of greater responsibility of corporations. Part II suggests that the level of responsibility for a multinational corporation depends on the proximity of the corporation's operations to human rights violations, in combination with the seriousness of the violations, and proposes five gradations of responsibility. As of April 1993, an estimated 5.3 million women in Indonesia were using IUDs. In 1991, the IUD was the second most commonly used family planning method in Indonesia (13.4 percent). According to the Indonesia Demographic and Health Survey, in 1994 it became the third most commonly used method among currently married women (10.3 percent), primarily on the islands of Java and Bali. The National Family Planning Coordinating Board (BKKBN), in collaboration with the Faculties of Medicine, Diponegoro University in Semarang, Airlangga University in Surabaya, and BKS-Penfin in Bandung, conducted a "Follow-up Study Among IUD Acceptors of Java,” from November …

Called the "ecosystem" approach, it focuses not only on protecting the environment and its species, but also seeks new ways of balancing these interests with human needs.
