St. Bernard Parish (Louisiana) has undergone a transition from rural, agrarian characteristics to that of a suburban, industrial based community. Its fragile environment has been substantially altered by man's use.
Planning and development strategies need to be devised to address the stress placed on the environment by these alterations, particularly dealing with coastal erosion, land loss and increased threat of tidal surge and flooding if development in the area is to continue.
St. Bernard also faces a changing economy with the declines of its industrial based economy and employment base which requires that new forms of economic development are established …

Curriculum projects generally take place within a particular school system or district with the express purpose of meeting the needs of the students, community, and schools within that system. Regression hypotheses admitted to statistical evaluation should, of course, be germain to relations between the variables considered. This constraint is easily violated with the screening of arbitrarily adopted sets of hypotheses. Sequential polynomials in additive models, for example, may include components that are not commensurate with expectation (prior knowledge) and may not include those that are (e.g., unique interaction terms) and, since the analytical results from the screening of meaningless hypotheses may themselves be meaningless, there is substantial incentive for serious preanalysis consideration of the hypotheses to be evaluated.

The period from 1957 to 1970 was from any perspective a period of rapid expansion and development in Canadian legal education. The years from 1970 until 1981 were by contrast a time of consolidation. In part that flowed almost naturally from the hectic pace of the 1960s; in part it flowed from financial restraints which became increasingly stringent in the latter half of the decade.' Not surprisingly the experience of the Faculty of Law at the University of British Columbia reflects, in varying degrees, the national pattern.
