Collaboration between schools and emergency managers is paramount in addressing the whole community approach to emergency management for increasing preparedness (FEMA, 2011). As every disaster is local, a unified and collaborative approach should be taken to ensure schools are not a hindrance but rather an asset for preparedness, response and recovery efforts. Schools must have ownership and accountability for ensuring they are prepared for emergencies. Additionally, local emergency management agencies with their capabilities, capacity and knowledge must take action in response to the opportunity to build partnerships and expanded their efforts to create a resilient community.

In every state and U.S. Territory, there is a University Center for Developmental Disabilities (UCEDD), which is part of the state Developmental Disabilities network and an Independent Living (IL) Network, composed of Centers for Independent Living and Statewide Independent Living Councils. Each of these receive federal funding (and frequently state funding) to support people with disabilities and their families. However, each has different federal funding sources, different origins within federal legislation and different requirements. In 2000, the Environmental Protection Agency (EPA) found the City of Philadelphia to be in violation of the Clean Water Act (CWA) of 1972 due to insufficient stormwater infrastructure. In 2011, Philadelphia initiated a 25-year, citywide plan called Green City, Clean Waters to reduce stormwater runoff by implementing green stormwater infrastructure (GSI). The plan promised significant community involvement in the process. Collaboration has been indispensable in resolving many contemporary problems involved in emergency/disaster management, but it is unclear if key determinants of collaboration established through studies focused on the Western world would apply to countries outside the West. The purpose of this cross-sectional non-experimental study was to examine the effects of political affiliation, an established determinant, on collaboration among emergency management agencies (EMAs) in Nigeria. Why Local Governments Collaborate: Perspectives From Elected Officials And Local Government Managers On Regional Collaboration, Stephanie D. Davis

This study examined the factors that influence a local government’s decision to engage in regional collaborations. Analysis of 7 local government managers and eleven elected officials revealed that the decision to engage in regional collaboration was influenced by external factors, organizational factors, and internal motivations. Elected officials and local government managers identified a disaster occurrence, fiscal stress, outside agencies, jurisdictional benefit, and communication as key factors. Further, this research highlights the importance of the role of the elected official in intergovernmental arrangements, the role of the local government manager as the policy entrepreneur, and the influence of shared norms and …
