Urban Development In Hartford: Neoliberalism, Inequality, And Trinity College As An Anchor Institution, Eavan Flanagan

This thesis explores the ways in which neoliberal governance takes place in Hartford, CT, particularly as the city struggles to make ends meet. It looks at the Hartford's dependence on corporations, and its growing political and economic alignment with universities. This research examines the effects of urban renewal on the city, and how post-war policies and development shape the inequalities that exist in Hartford today. Lastly, this thesis examines the inequalities and spatial dynamics in Hartford's Southside neighborhood, Frog Hollow, and between Trinity College and Frog Hollow in particular.

For the past fifty years, American drug policy has been manipulated and enforced in a way that made it possible for drug epidemics to occur and has exaggerated their negative consequences on society. The War on Drugs policy initiatives first implemented in the 1970s created a drug law enforcement structure that has criminalized addiction and made it difficult for addicts to receive treatment. The United States is currently facing it's worst drug epidemic in history due to these policies. The purpose of this thesis was to learn whether an over-the-counter (OTC) oral contraceptive pill would benefit college students. To find out, I conducted sixteen semi-structured interviews with college students from Trinity College and Capital Community College, both located in Hartford, Connecticut. All participants either currently took oral contraceptives or had taken them in the past. This thesis accepts as its premise that oral contraceptives should be available OTC, but as a policy solution to increase access, I found that an OTC pill would have a limited effect.

Infant mortality is the death of an infant within the first year of life. These deaths are measured annually as a rate per every 1,000 live births and is a key indicator about maternal and infant health in a society (CDC, 2018). The United States infant mortality rate is very high when compared to other equally wealthy nations. Black infants die at a much higher rate than other racial groups, including in Connecticut. The city of Hartford's Department of Health and Human Services has plans to reduce infant mortality by providing quality prenatal and postpartum care programs and services. In …

This thesis explores the potential of the intentionally diverse charter model. By first analyzing the presence of charter schools in our educational system and then exploring past and contemporary segregation in the United States, this thesis highlights the need for educational policy that addresses bringing meaningful diversity into schools. This thesis makes an argument for the merits of intentionally diverse charter schools as a way to innovate best practices for the charter school sector as well as the potential for these innovations to be adopted by traditional public schools.
