This dissertation explores the saving behavior of state governments in the context of the ability of states to weather recessionary periods. The first chapter of the dissertation discusses the role of savings as a policy option for state decision-makers in light of the fiscal constraints facing state governments, reviews the previous literature that has examined the savings behavior of state governments, and outlines the research agenda for the dissertation. The problem studied is that of a summer peak residential energy demand model for Appalachian Power Company's service area in West Virginia. By restricting the forecast to a region smaller than the state, serious data problems result due to insufficient data to obtain reliable forecasts.;Regression analysis and Monte Carlo Simulation are the two methods used to forecast energy demand. Both methods incorporate risk into the analysis in different ways. Regression analysis yields a measure of the reliability of the coefficients of the variables and of the reliability of the forecast. Appalachia has always struggled economically due to three main factors: absentee ownership, isolation, and stereotyping. In 1965, Congress created the Appalachian Regional Commission with the mission of providing economic development programs to increase development in the region. Federal highway spending was seen as a key to improving the Appalachian infrastructure.;Today, the debate continues on the effectiveness of federal highway spending in Appalachia. While the traditional methods of measuring income inequality reveals interesting and important features of labor markets, estimates of income inequality do not provide complete summary statistics of the distribution of well-being. Interpreting the Gini coefficient of family earnings as a measure of disparity in welfare implicitly assumes that households with the same level of before tax income are equally well-off. Utility is derived from the consumption of goods and services and there is ample empirical evidence which indicate that the distribution of total expenditure is likely to be different from the distribution of income. Essay one. Does the banking sector affect the real sector? Does the real sector affect the banking sector? Do both sectors affect each other? This essay tries to answer these questions. This dissertation examines the organizational dynamics of firms operating in the East Coast sea urchin industry. First, I examine the confluence of economic and political conditions under which the industry evolved. As a part of the export driven growth of the past decade in the US the East Coast sea urchin industry benefited from political conditions, which encouraged development of global markets for US products. Along with this, the Japanese have displayed a seemingly insatiable demand for sea urchin roe through the 1990s. Maximum entropy estimation is a relatively new estimation technique in econometrics. We carry out several Monte Carlo experiments using real data as a basis in order to understand the properties of the maximum entropy estimator. We compare the maximum entropy and generalized maximum entropy estimators to traditional estimation techniques in linear regression, binary choice, and multinomial choice models. In addition, we discuss maximum entropy estimation in censored and truncated regression models. We find that the generalized maximum entropy estimator dominates the logit estimator and the multinomial logit estimator in Monte Carlo experiments. While in recent years, the infant health production function literature has expanded to incorporate behavioral inputs into the production of infant health current research fails to incorporate the Medicaid-private insurance choice into the mother's decision making process. This dissertation seeks to address this by treating private insurance and Medicaid as endogenous while considering the effects that the Medicaid eligibility rules have on both kinds of coverage. The shrimp harvesting sector is the largest component of the southeastern United States fishing industry, accounting for 57% of the total value of landings in the region in 1996. U.S. shrimp imports were valued at $2.6 billion in 1996. Together, domestic production and imports of the raw product support a large shrimp processing sector, which provides several thousand jobs either directly or indirectly. This dissertation is primary concerned with the sensitivity of the effects of monetary policy shocks across alternative identification schemes and lag structures. The four widely-cited identification schemes of Christiano, Eichenbaum, and Evans (1994; 1996), Strongin (1995), Bernanke and Mihov (1998), and the long-run restrictions approach pioneered by Blanchard and Quah (1989) are used. Also, three types of lag structures---symmetric, Keating-type, and Hsiao-type asymmetric lag structures---are employed. The first essay focuses upon a closed economy framework. This study demonstrates one way in which the combined nonparametric and parametric estimates of returns-to-research can be used to build a stronger argument for public investment in agricultural research. The data used in this study were constructed from time series information covering the period 1949--95. Tornqvist-Theil quantity indices were calculated to determine the implicit state price for each input category. The returns-to-research in Louisiana agriculture were estimated using both nonparametric and parametric estimators, with appropriate emphasis given to lag structures, data coherence, and functional forms. The objective of this thesis is to highlight the Egyptian experiment concerning its economic reform programme, and to determine whether this programme has affected Egypt's stock market performance.
