Substance Use Research & Evaluation

Healthy Community Coalition (HCC), in coordination with the Rural Health Action Network (RHAN) of greater Franklin County, is implementing a multi-faceted outreach program to improve health outcomes among the rural poor living with chronic conditions in greater Franklin County, Maine.

The goals of the Franklin County Rural Health Action Network Enhanced Outreach Initiative (RHAN-EOI) include:

• Expand access to quality services;
• Expand training for community health extenders;
• Decrease hospital admissions, emergency department use, and costs; and
• Improve communication and care coordination across project partners

Biographical Note

Nathan Franklin Cogan was born in Bath, Maine in 1937 and was the youngest of seven children. Nathan’s father, Morris Cohen, had originally arrived in Maine in 1914, following the outbreak of World War I. Nathan spent his childhood in Bath, where his father and family members assisted immigrants to Maine as a part of the Hebrew Benevolent Society. Nathan ultimately moved to Portland, Oregon in 1956 to attend Reed College. Nathan served two years in the U.S. Army, and upon ending service he pursued a doctorate in English at UC-Berkeley. Private well water is an essential resource in the state of Maine, as over 38% of

the state’s population relies on it every day (Johnson et al. 2020). Unprotected by the provisions of the national Clean Water Act of 1974, which keeps public drinking water sources safe through regulation, well owners have to protect themselves against harmful environmental contaminants that threaten their water. Karen Bye was born and raised in Stonington, Maine on Deer Isle in 1952. Karen enrolled at the University of Maine’s Orono campus, joining the class of 1975. Karen was a member of the queer community and went on to join Gay Support and Action (GSA), a community organization located in Bangor, Maine. Karen advocated for GSA to start a group at the university, but was initially denied. Nevertheless Karen persisted and continued to advocate, and eventually formed a group of students that would soon become the Wilde-Stein Club. Karen held the role of secretary, and had been …

We conducted a Northern New England survey to understand the impacts of the COVID-19 pandemic on food security, food access, home food production, health behaviors, and health outcomes. The surveys were conducted in the spring of 2022 (April-May) with a total of 1,013 adults (598 in Maine and 415 in Vermont) responding to the survey. Key findings include:1. The prevalence of food insecurity remains similarly high to early points in the pandemic, likely driven by inflation and food prices, and long-term impacts from the pandemic. 2. The majority (62%) indicated the recent rise in food prices affected their food purchasing, …

The University of Southern Maine’s Jean Byers Sampson Center for Diversity in Maine’s Lesbian, Gay, Bisexual, Transgender, Queer + Collection preserves the history of LGBTQ+ communities in Maine. The collection contains books, personal papers, photographs, and newspapers documenting the LGBTQ+ activism from 1970s to 1990s.

While three research publications have some out of the collection (one article and two thesis), no overall history about Maine’s LGBTQ+ community has been written. This brief provides updates on the OPTIONS initiative based on data reported by OPTIONS liaisons. Liaisons are licensed behavioral health clinicians that are embedded within a law enforcement agency in each of the sixteen counties in Maine. At present, each county has one appointed liaison that works alongside law enforcement to provide short-term counseling interventions, conduct proactive outreach with communities at the highest risk of experiencing an overdose, de-escalate behavioral health crises, and engage in postoverdose follow up visits and referrals of persons in need, as well as affected others, to community- and state-based services.

The Incidence Of Staphylococcus Aureus Mastitis In Maine Dairy Cattle, Morgan Belvin

This project investigated the factors surrounding the incidence of Staphylococcus aureus (SA) mastitis in Maine dairy cattle. This type of mastitis is driven by an antibiotic resistant pathogen that is very contagious among cattle, though farmers are often unaware of how common this type of mastitis is and that it could be present in their herds. My hypothesis was that specific farm factors, like milkers performing other tasks during milking, as well as the act of pre-dipping versus not pre-dipping, would explain the increase in SA mastitis. The COVID-19 pandemic has created several challenges within the healthcare industry and has highlighted the impact of social isolation on older adults in Maine’s nursing homes. The older adult population, defined as individuals 65 years and older, has been identified with increased risk in contracting the SARS-CoV-2 virus during the COVID-19 pandemic. Homelessness and lack of stable housing is often a barrier to achieving stability for individuals who are experiencing homelessness (IWAEH) with an OUD. Through a collaborative effort led by the Healthy Community Coalition, the multi-sector Rural Addiction Care Expansion (R.A.C.E.) to Recovery initiative consortium is utilizing evidence-based, community-wide response to impact and reduce the effects of the opioid epidemic in the Western Maine Public Health District/ Greater Franklin County.
