CMS contracted with RTI International to monitor the implementation of all State demonstrations under the Financial Alignment Initiative, and to evaluate their impact on beneficiary experience, quality, utilization, and cost. The evaluation includes an aggregate evaluation and State-specific evaluations. This report describes the State-specific Evaluation Plan for the Massachusetts demonstration as of December 16, 2013. The evaluation activities may be revised if modifications are made to either the Massachusetts demonstration or to the activities described in the Aggregate Evaluation Plan (Walsh et al., 2013). Mortgage Resolution Partners, a venture capitalist firm based out of San Francisco, has been visiting with state and local governments across the country. Mortgage Resolution Partners proposes that eminent domain can, and should, be used to seize mortgages and refinance them in an attempt to correct the United States' foreclosure crisis. This article identifies and analyzes the policy issues and constitutional concerns that are inherent in the plan. The most critical constitutional concerns with the plan implicate the Takings Clause, the Contracts Clause, and the Dormant Commerce Clause of the United States Constitution.

Tobacco smoking harms health. Taxes and regulations can reduce that harm. But evasion reduces the efficacy of taxes and regulations and creates harms of its own in the form of illicit markets. Enforcement can reduce evasion but creates additional harms, including incarceration and violence. Peter Reu-ter has pointed out that a flat ban on cigarettes would be likely to generate illicit-market harms similar to the harms of existing illicit drug markets. Taxes and regulations can be thought of as “lesser prohibitions,” subject to the same sorts of risks. Minimizing total harm means minimizing the sum of abuse harms and control …

Why Are So Many Americans On Food Stamps? The Role Of The Economy, Policy, And Demographics, James P. Ziliak

1 in 7 Americans received assistance from SNAP in FY2012, which is a rate 141 percent higher than in FY2000, but only 59 percent higher than in FY1980. In this chapter I describe the socioeconomic and policy climate in recent decades that had bearing on SNAP participation, along with a formal empirical analysis of those determinants and detailed simulations of the relative contributions of the economy, policy, and demographics to changes in SNAP participation over time. The results suggest that SNAP is operating effectively as an automatic fiscal stabilizer—nearly 50 percent of the increase in participation from 2007-2011 is due …

This research aimed to investigate parents’ perspectives on early childhood care and education (ECEC) policy in Ireland and the associated funding programmes available to them. A qualitative research approach was adopted, using semi-structured interviews and a focus group as a research tool to gain an insight into the experiences of families regarding ECEC. Parents availing of current ECEC funding programmes and grandparents who care for their grandchildren were identified as a representative sub group of the research population.

Background: Physical inactivity is a recognized public health concern. Inadequate proportions of children in the U.S, including those of preschool age, are meeting physical activity recommendations. In response to low numbers of preschool children attaining appropriate physical activity levels, combined with the large number of young children who attend preschool, researchers have identified the need to devise interventions to increase physical activity at preschools. However, few multi-component interventions to increase physical activity in preschool children exist. The aid-growth relationship has been reviewed under various macroeconomic policy environments. This paper analyzes similarities and differences in the sources of data, types of data, and various types of methodologies used in some of the most recent and widely debated literature regarding the relationship between foreign aid and economic growth under various fiscal, monetary, and trade policies. Different studies have ended up with different outcomes. Some studies find positive aid-growth relationship under good policy environment; some find non-existent aid-growth relationship whereas some others find positive aid-growth relationship without being conditional on any kind of policy.

Although a great deal of public attention has recently been focused on issues around assisted death remarkably little of it has come from an explicitly feminist perspective This is a serious omission at a time when legislators are feeling pressure to review and perhaps revise existing policies on assisted death and when the policies they contemplate may have a significant negative and disproportionate impact on women We think it is essential that there be some discussion of these issues from an explicitly feminist perspective in order to ensure that concerns about the oppression of women become part of the public …

Despite high levels of need, individuals in long-term care often fail to receive appropriate mental health services, especially in rural areas. In this report (and accompanying Research & Policy Brief), we consider challenges and opportunities for improving mental health treatment delivered to long-term care recipients in rural settings. As background, we note the prevalence of mental health problems in long-term care populations, describe deficiencies in the mental health care afforded to long-term care recipients, and identify barriers that hinder the remediation of these deficiencies in rural settings. A major challenge for biodiversity conservation is to mitigate the effects of future environmental change, such as land use, in important areas for biodiversity conservation. In the United States, recent conservation efforts by The Nature Conservancy and partners have identified and mapped the nation's Areas of Biodiversity Significance (ABS), representing the best remaining habitats for the full diversity of native species and ecosystems, and thus the most important and suitable areas for the conservation of native biodiversity. Since declaring independence in 1957, the Republic of Ghana has become a stable constitutional democracy. Ghana’s economy has grown substantially over the past decade, yet remains primarily agrarian, accounting for 50% of the total employment and 25% of the country’s Gross Domestic Product. Smallholder rain-fed farming using rudimentary technologies dominates the agricultural sector accounting for 80% of total agricultural production. Approximately 90% of smallholder farms are less than two hectares in size, and produce a diversity of crops. The major crops cultivated in Ghana include numerous cereal, root and tuber, leguminous, fruit, vegetable and industrial crops. Maize is the most …

The contemporaneous objection rule is very clear and precise in its application. However, as the law stands in the Ninth Circuit, failure to contemporaneously object coupled with any mention of race by the sentencing judge is automatic grounds for resentencing. This article explores the origins of this exception to the contemporaneous objection rule. Next, it explores why these statements constitute harmless error on the part of the trial court. Finally, it explains why this “cowardly counsel” exception could have potentially devastating effects to the policies that underlie the contemporaneous objection rule.

With a new focus for federal universal service programs on broadband and the NTIA BTOP funding for broadband adoption projects, recent years have been “exciting times” for those interested in broadband policy aimed at stimulating adoption. While most of the recent programs are still too new to be evaluated rigorously, lessons from older academic study can inform our expectations and lend guidance toward evaluating program success. Nearly 13 million new cancer cases and 7.6 million cancer deaths occur worldwide each year; 63% of cancer deaths occur in low and middle-income countries. A substantial portion of all cancers are attributable to carcinogenic exposures in the environment and the workplace.
The objective of this study was to develop an evidence-based global vision and strategy for the primary prevention of environmental and occupational cancer.
The study concluded that opportunities exist to revitalize comprehensive global cancer control policies by incorporating primary interventions against environmental and occupational carcinogens.
