The primary goal of Maine’s Aging and Disability Resource Center (ADRC) Project was to empower consumers to make informed decisions about long-term services and supports and to streamline access to existing services and supports through an integrated system. With funding from the Administration on Aging to strengthen and expand the number of Aging and Disability Resource Centers (ADRCs) in the state, all five of the Area Agencies on Aging were committed to becoming and/or strengthening their capacity to be fully functioning ADRCs.

Direct service workers play a central role in the quality of the long-term services and supports provided to older people and people with disabilities in home and community settings. Nationally, and at the state level, there is a critical need for more information about this workforce in order to inform workforce policy and measure improvements in workforce quality and stability over time. Maine was one of seven states to administer baseline surveys under a grant funded by the U.S. Centers for Medicare and Medicaid Service. To better understand the nature of the residential facilities serving more than 19 percent of Maine’s Long Term Services and Supports (LTSS) population, the Maine Department of Health and Human Services commissioned the Muskie School to conduct a survey of residential facilities as part of its update to Maine’s LTSS profile. The goal of the Maine Residential Settings Characteristics Survey, conducted between July and September 2010, was to measure the "homelike" characteristics of residential settings.

The survey sample comprised a total of 636 facilities which included all licensed residential care facilities or private non-medical licensed institutions. The survey response rate …

The 2012 Maine Juvenile Justice Data Book presents a portrait of youth involvement with the Maine juvenile justice system. The data book consists of five sections, (1) Maine Youth Population Trends, (2) Maine Juvenile Justice System Trends, (3) Maine County Trends, (4) Maine Disproportionate Minority Contact (DMC) Trends, and (5) Youth Recidivism Outcomes in Maine.

While Maine’s youth arrest rates are consistently among the lowest in the country, the state faces challenges in ensuring that limited resources are targeted most efficiently and effectively for programs and services aimed at rehabilitating youth who encounter the juvenile justice system. Correspondence, research notes and manuscript articles of Frances J. “Thomas” Whitaker, a Benedictine monk who lived and worked at St. Maur’s Priory, formerly the South Union Shaker Village in Logan County, Kentucky, from 1954-1988. He amassed a large collection of photocopied research material on the South Union community as well as other Shaker villages and museums in the United States. Also includes his research on various Catholic topics.

This report summarizes the quadrennial review of Maine's child support guidelines conducted by the USM Muskie School , which complies with federal law requiring each state's child support guidelines be reviewed at least once every four years. Principle findings of the extensive review by the Muskie School show that many aspects of Maine's child support system work well. Maine's low deviation rate reflects a reasonably high level of consistency in apply the guidelines, and in large part, protect the needs and interests of the children. Leaf Area And Structural Changes After Thinning In Even-Aged Picea Rubens And Abies Balsamea Stands In Maine, Usa, R. Justin Derose, Robert S. Seymour

We tested the hypothesis that changes in leaf area index (LAI m2 m−2) and mean stand diameter following thinning are due to thinning type and residual density. The ratios of pre- to postthinning diameter and LAI were used to assess structural changes between replicated crown, dominant, and low thinning treatments to 33% and 50% residual density in even-aged Picea rubens and Abies balsamea stands with and without a precommercial thinning history in Maine, USA. Diameter ratios varied predictably by thinning type: low thinnings were 0.7 but 1.0 . LAI change was affected by type and intensity of thinning. On average, …

A legal needs assessment of older adults in Maine was conducted by surveying key populations of older adults who are often hard to reach through traditional outreach and service provision methods. The focus of this assessment was on basic demographics, use of LSE services, legal issues, preferred methods for receiving legal information, and the utility of various legal service options. Surveys were distributed via area agencies on aging, and concluded that the ley legal issues included financial scams, home repair problems, obtaining or retaining government benefits, debt collection, and accessing medical services. Eutrophication as a result of human activity is a threat to lake water quality globally and within the state of Maine. Great Pond, in the Belgrade Lakes region of Maine, has traditionally been an oligotrophic lake that is experiencing early signs of eutrophication and is currently classified as a mesotrophic lake. In the fall of 2012, the Colby Environmental Assessment Team (CEAT) measured the primary sources of nutrient loading to Great Pond including the catchment and the lake sediment, current water quality in Great Pond, and the potential impact of the variable milfoil invasion on the lake’s water quality. This report provides the results from a survey and personal interviews that were conducted with MaineCare members who use long term services and supports -- specifically those who are on the Elder and Adults with Disabilities Waiver and those using Private Duty Nursing (PDN) Services. People who are eligible for these services generally need nursing care and assistance with a combination of activities of daily living (e.g. eating, toileting, mobility, transfer) and instrumental activities of daily living (e.g. meal preparation, grocery shopping, housework).
