Thoughtful scholars from Adam Smith to Jared Diamond, have asked the same life-and-death question: why do some societies succeed, and others fail, in producing the goods that make life long, healthy and prosperous? Smith's answer was basically that when societies adopt the rules of market capitalism, their economies grow,:and when they do not adopt the rules of market capitalism, their economies do not. Since Smith, other economists have developed more formal models of economic growth. The classic "Solow growth model" emphasized the investment of capital. Romer's "New Growth Theory," includes knowledge as a variable. What is mainly missing from both …

This paper proposes a new method for ex ante analysis of the poverty impacts arising from policy reforms. Three innovations underlie this approach. The first is the estimation of a global demand system using a combination of micro-data from household surveys, and macro-data from the International Comparisons Project. Estimation is undertaken in a manner that reconciles these two sources of information, explicitly recognizing that per capita national demands are an aggregation of the disaggregated, individual household demands. The justification of using GNP per capita as a measure of economic development is utilitarian ethics plus an assumption that no needs are more urgent than others. Here, we advocate a measure of economic development based on the degree to which the society in question has equalized opportunities for the acquisition of income. In highly developed economies, inequality of opportunity accounts for less than 10% of total inequality, while in developing economies, it accounts for over 30%.

This reflects a broader shift toward strategies that spur growth from within (endogenous growth) rather than seeking economic gains from the outside (exogenous growth).

The objective of the entrepreneurship Confidence Survey is to assess the entrepreneurial climate and entrepreneurs’ confidence in their ability to start and sustain a business in Northeast Ohio. The intention is to repeat the survey annually for the next several years to identify trends that might emerge. An analysis of the Chama, New Mexico community and market area. Socioeconomic data, including population growth and selected demographic, economic, and housing characteristics are described. The author discusses the significant economic challenges facing Chama, which are due to its isolated, rural location; lack of exporting industries; and need for investment in infrastructure. Chamas only major industry is tourism, primarily the Cumbres & Toltec Scenic Railroad. Using a location quotient analysis, the author discusses the area's pull factors and leakages in retail and services. The MainStreet Service Area and regional market area are described and illustrated. Demographic, income, and housing data for Springer, Colfax County, and the Northeast County Region (Colfax, Harding, Mora, San Miguel and Union counties) are analyzed. Eleven Metropolitan Statistical Areas from across the Midwest and the nation were selected for a comparative and competitive analysis with the Youngstown-Warren-Boardman Metropolitan Statistical Area, based on the following criteria: size (total population and labor force); structure (traditional manufacturing industrial structure); unemployment (percent annual unemployment rate); and location (comparable Midwest Metropolitan Areas), including similar metropolitan areas outside the Midwest Rust belt.

The Transition From Relational To Legal Contract Enforcement, Fali Huang

This paper studies the transition of contract enforcement institutions. The prevalence of relational contracts, low legal quality, strong cultural preference for personalistic relationships, low social mobility, and highly unequal endowment form a cluster of mutually reinforcing institutions that hinder economic development. The cultural element per se does not necessarily reduce social welfare though it may slow down the legal development, while the real problem lies in endowment inequality and low social mobility. Thus a more equal distribution of resources may be the ultimate key to unravel the above interlocking institutions. These results are generally consistent with the empirical evidence.

The positive impact of education on earnings , wages, economic growth is well documented, however the issue of education - occupation matching in developing countries has been largely ignored. Since workers 'level of schooling and their occupations ' required level of education both affect wages , policy makers may find it useful to note if such mismatch exist, if they impact wages, and if they can be avoided. Empirical results from Mexico suggest that in order to obtain the maximum economic benefits from increases in educational attainment levels, a developing country needs to take steps to assure increases in occupational …

This work is an update to the Regional Economic Indicators: Business and Innovation Climate report that was issued in August 2004. Although many of the same economic indicators are used in the analyses, there is a major difference between the two reports. The August 2004 release had a broad focus on the overall business climate in 36 comparable metro areas. The result was a single index—business and innovation climate. In this report, we focus almost exclusively on innovation and entrepreneurship, each with its own index.

This Article is the first academic paper to systematically consider the environmental impact of the Supreme Court's decision in Kelo v. City of New London and of economic development condemnations more generally. Kelo upheld economic development takings - condemnations that transfer property from one private owner to another solely on the ground that doing so might improve the local economy or increase tax revenue. The decision stands in sharp contrast to the Michigan Supreme Court's ruling in County of Wayne v. Hathcock, which forbade the use of eminent domain for economic development.

While in New Spain from 1803 to 1804, Alexander von Humboldt interacted with some of its landscapes and the texts that represented them. Analysis of those interactions regarding the Basin of Mexico and the Gulf lowlands demonstrates what purely text-based studies of the production of places cannot: The contrasting landscape elements and patterns that had emerged over millennia during precolonial times in those two places, their relative degrees of depopulation during the colonial era, and the relative degrees of rigor Humboldt applied to interacting with the resulting landscapes and the texts that represented them greatly affected his representations of those …

West Virginia's overall competitive position in the area of technology-based economic development is characterized as mixed. While the state does have significant technology assets including federal research laboratories, universities and selected firms, these assets fail to produce substantial spillover benefits to the local population and state as a whole. While West Virginia has a relatively strong technological base, a number of factors serve to inhibit economic growth and technology transference.

Eminent Domain Legislation Post-Kelo: A State Of The States, Patricia E. Salkin

In Kelo v. City of New London, the U.S. Supreme Court ruled that the use of eminent domain for economic development is a permissible“public use” under the Takings Clause of the Fifth Amendment. The decision proved controversial, as many feared that it would benefit large corporations at the expense of individual homeowners and local communities. Shortly thereafter, numerous states introduced legislation limiting the use of eminent domain.This article surveys those state initiatives that have been signed into law following the Court’s decision in Kelo.

If anything is clear about Cuno and the controversy the opinion has spawned, it is that Congress has the last word on the matter. Whether Congress will speak to the issues Cuno has raised is currently an open question, although in one narrow respect Congress already has. Broader legislation, however, has been introduced into Congress as the "Economic Development Act of 2005," and debate over the efficacy and wisdom of this proposal is as intense as the debate over the defensibility of Cuno itself. Women in Africa have long had insecure rights to both moveable and immoveable property due to the coexistence of customary and statutory law, lack of clarity and poor enforcement of the formal rights to property that exist. Insecure property rights for women are most evident in the case of divorce or the death of a spouse when a woman loses access to land and household assets. This paper examines the issues of poverty, HIV/AIDS and property rights in the area where they intersect most vividly, women’s lives and livelihoods.
