Luke Pryor Blackburn: The Good Samaritan, Nancy Baird
Masters Theses & Specialist Projects
Luke Pryor Blackburn, Kentucky’s only physician governor, is one of the forgotten public health figures of the 19th century. As health officer of Natchez in the 1850s he instituted the first effective quarantine used in the Mississippi Valley and became a strong advocate of its use as a preventive measure in the control of yellow fever. During his lifetime Blackburn also became well known for his unselfish aid to communities stricken with the disease.
In March 1878 announced his candidacy for governor of his native state. Local politicians scoffed at his chances for election, but his actions during the …

Skid Resistance Studies In Kentucky (An Overview – 1974), James H. Havens, James L. Burchett, Rolands L. Rizenbergs
Kentucky Transportation Center Research Report
"To free Kentucky of slick roads" is the high goal toward which Kentucky has been striving since 1950's. A very capable fellow engineer used to say that there was more satisfaction in being able to take down a Slippery When Wet sign than in erecting one.
Considerable effort has been devoted to the development and adaptation of improved methods of skid resistance testing and to the standardization of testing devices (1, 2, 3, 4). Methods of tests have included the NCSA friction wheel (bicycle wheel), automobile deceleration, skewed-wheel (skewed front-wheels of an automobile), skidding automobile, and the skid-test …

1974 Preliminary Report Of Kentucky Small Grain Variety Trials At Bowling Green And Lexington, Charles Tutt, Morris J. Bitzer, Verne C. Finkner
Agronomy Notes
Each year the small grain variety trials are conducted at Princeton, Murray, Bowling Green and Lexington. In 1974, the plots at Princeton and Murray were severely infected with a complex of diseases including Barley Yellow Dwarf, Septoria glume blotch, wheat scab and an unidentified disease in the wheat. As a result of the intensity of these diseases, the data obtained from these plots was very erratic and the results were not considered to be experimentally valid. The data obtained at Bowling Green and Lexington were quite valid and representative of the general situation in Kentucky.

The Feasibility Of Annexation: A Cost-Revenue Approach For Bowling Green, Kentucky, Jeanne M. Dibble
The Feasibility Of Annexation: A Cost-Revenue Approach For Bowling Green, Kentucky, Jeanne M. Dibble
Masters Theses & Specialist Projects
The United States is becoming a country of urban dwellers. Much of this urbanization is occurring outside of the legal city in what is called the urban fringe. Among the solutions advanced to deal with the problems of urban sprawl is the annexation of such areas by the central city. Before annexation can become a reality, its feasibility from a cost-revenue approach must be assessed. This was accomplished by dividing the urban fringe of Bowling Green, Kentucky, into nine study areas and investigating the costs incurred by the city for the provision of services associated with annexation as compared to …

Flexibility, The Uniform Probate Code's Procedural Article And Some Comparisons With Kentucky Statutes, James W. Gordon
Faculty Scholarship
The present state of the law in America governing the succession to decedents' estates is badly in need of reform. There is a growing awareness of the inadequacy of present probate procedure even among ordinary citizens unschooled in the law. The public awareness of the problems of probate and its demand for reform are apparent from the spate of articles and books which have dealt with probate "pains" and methods for avoiding them. This demand and the efforts of reform-minded scholars have culminated in a proposed solution--the Uniform Probate Code (UPC). This Author argues that the probate scheme of the …
