A Communications Policy Perspective On Ctc Sustainability In Regional Australia: Normative Assumptions, Commercial Viability And Social Good, William Tibben

This paper investigates the influence of the normative assumptions that can be associated with the Community Technology Centers (CTCs) scheme in New South Wales, Australia during the period 2000-2005 (CTC@NSW). It does this by developing an analytical framework based on Australian communications policy to assess case study accounts of selected CTCs. In drawing conclusions about the normative assumptions that guided the implementation of the CTC@NSW scheme, the sufficiency of market based development strategies are questioned when challenging economic circumstances suggest the need for ongoing strategic assistance from government.

This study explores emerging approaches to local climate change adaptation planning in the United States and Australia, and seeks to explain why some local authorities have begun to take action despite weak national and state level directives. We compare strategic documents from 13 local authorities across the two nations, representing the “first generation” of adaptation plans. Our focus is on potential explanations for early engagement in adaptation planning – size, location and risk level of the municipality, the existence of national or state mandates and access to supra local resources or support. This paper outlines solar energy policy in Canada, in the hopes of advancing renewable energy policy. More specifically, the most recent advances in public policy relating to renewable energy are examined in selected provinces to show how solar energy is on the rise in Canada. The technology behind solar energy is briefly analyzed, while the legal aspects of solar energy are covered to build upon the discussion in various provinces.
