This chapter critically discusses the key characteristics and ideological assumptions of neo-liberal education policy, and its impact on curriculum reform in China. To illustrate the adoption and consequences of neo-liberal education policy in China, this chapter focuses on recent curriculum reform in Shanghai. It is argued that there is a shift, through the implementation of neo-liberal education policy, from a “one-size-fits-all” educational model to one that focuses on individual interests and needs in China. Disproportionate Ownership Structure And Ipo Long-Run Performance Of Non-Soes In China, Xiaoming Wang, Jerry Cao, Qigui Liu, Jinghua Tang, Gary Tian

This paper examines the relationship between ownership structures and IPO long-run performance of non-SOEs in China. Although non-SOEs underperform the market in general after IPO but the poor performance is mainly caused by the IPOs with ownership control wedge. Non-SOEs with one share one vote structure outperform those with control-ownership wedge by 30% for three years post-IPO performance in adjusted buy-and-hold returns. Non-SOEs with control-ownership wedge have higher frequency of undertaking value-destroying related party transactions. These findings suggest that non-SOEs need to improve corporate governance such as disproportionate ownership structure to better safeguard the interest of long-run shareholders.

Does Banks' Dual Holding Affect Bank Lending And Firms' Investment Decisions? Evidence From China, Xiaofei Pan, Gary Tian

This study investigates the effect of banks' dual holding on bank lending and firms' investment decisions using a sample of listed firms in China. We find that dual holding leads to easier access to bank loans, a result that is more pronounced for non-state-owned enterprises (non-SOEs) than SOEs. We also find that dual holding distorts banks' lending decisions and harms the investment efficiency for SOEs, while resulting in optimal lending decisions and enhanced investment efficiency for non-SOEs. For non-SOEs, further analysis suggests that optimal lending decisions and efficient investment can be achieved for firms with higher ownership concentration, and firms …

Subsidy regulation is in a precarious state. While it has been so ever since the conception of the current subsidy regulation regime, the recent disputes between the United States and China over the “double counting” or “double remedies” of subsidies have threatened the mere functionality of the current regime. This Article argues that the double counting controversy reveals the self-contradictions of the current subsidy regulation regime as to the fundamental question of why subsidies need to be regulated. This study is explicitly anchored in an emerging grounded paradigm, the human development capability approach, and proposes its elaboration using empowerment as a perspective, in this case, on the education of excluded village girls. The person-centered development imperative of the empowerment-capability approach provided the conceptual tools that brought together a holistic observation of social location, subjectivities, agency, achievements and transformative change. Seeking to explain village girls' demand for schooling, the work identifies intangible and instrumental capabilities often unrecognized and "their indirect role through influencing social change" (Sen 1999, 296) contributing grounded findings on the concept of empowerment. A widening gap between the rich and the poor is found in most, if not all, emerging market countries that have recently opened up to FDI and is threatening the sustainability of economic progress in these countries. The study finds strong evidence that FDI contributes to the widening gap between rich and poor regions through negative productivity spillovers in the largest emerging market of China, and provides some theoretical explanations. The study discusses implications of the findings for transnational corporations in making socially responsible investment and for emerging market countries in attracting foreign investors to poor regions.

The Loess Plateau of China has the highest soil erosion rate in the world where billion tons of soil is annually washed into Yellow River. On the basis of the type material, an attempt is made to review the widely reported brachiopod Leptaena ouralensis de Verneuil, 1845, much more commonly known as Megastrophia uralensis (de Verneuil, 1845). Assignment of this species to Megastrophia is still tentative, and many reports of the species, especially those based on crack-out material, must remain doubtful. The species has an established narrow geographic and stratigraphic range to the upper Emsian (upper Lower Devonian) of mostly Siberia, Mongolia and China.

This paper analyzes a sample from the 2005 mini-census of Xinjiang to examine ethnic stratification in China’s labor markets, with a special focus on how ethnic earnings inequality varies by employment sector. We show that Han and Uyghur Chinese dominated different economic sectors. Excluding those in agriculture, Uyghurs were more likely to work in government or institutions than either Han locals or migrants, and also more likely to become self-employed. The Han–Uyghur earnings gap was negligible within government/public institutions, but increased with the marketization of the employment sector. It was the largest among the self-employed, followed by employees in private …

This study examines the value of political capital in the Chinese IPO market. We find a positive relationship between a politically connected executive and the probability of IPO approval of entrepreneurial firms. We further identify that shareholders value those connections and give a market premium to connected firms after the firms go public. We provide evidence that other types of political capital gained through external sources, such as politically connected sponsors and PE investors, also bring benefits to the firms in their IPO approval, and these connections substitute for the effect of the executive's political connections on IPO approval. Traditional belief is that courts in authoritarian regimes are only passive institutions and their authority and influence are extremely limited. Despite the conventional wisdom, it’s been noticed that Chinese courts have played a crucial role in China’s financial reform. Drawing on insights from the judgments of three Chinese courts at different levels on the first “value adjustment mechanism” case in China, this article attempts to explore the functional techniques and decision-making process of Chinese courts. Compared to the more illustrious conceptualization of private property, the conceptualiza-tion of public property remains at a surprisingly infantile stage. The very definition of public property is ambiguous. This article utilizes a comparative case study of traffic congestion policies in the United States, China, and Singapore to highlight the conceptual pitfalls posed by the current confusion on public property.
