The issue of asbestos abatement in buildings may be viewed as part of a larger and more fundamental scientific and social issue: Should asbestos in buildings be regulated on an environmental or an occupational basis? The environmental approach to regulation of hazardous substances has a different emphasis from that of an occupational approach. The environmental approach emphasizes abatement of property damage, while the occupational approach is more concerned with decreased exposure levels and compensation for injuries to health. Similarly, the justifications for the two approaches also have a different emphasis. The need for environmental protection is justified on the basis …

The Role Of Federal Taxation In The Supply Of Municipal Bonds: Evidence From Municipal Governments, Gilbert E. Metcalf

This paper considers ways in which federal tax policy affects municipal asset and debt holdings. The tax treatment of municipal bonds and income creates an arbitrage opportunity for communities to issue tax-exempt debt and invest in financial assets. The author presents evidence that suggests the rules in effect prior to 1986 to prevent this activity were not effective. He then develops and estimates a model of municipal bond supply. The author finds a semielasticity of 1.23 of long-term debt with respect to the spread between the after-tax rate of return and the municipal borrowing rate.

Ordinarily, a monopoly cannot increase its profits by asking customers to sign agreements not to deal with potential competitors. If, however, there are 100 customers and the minimum efficient scale requires serving 15, the monopoly need only lock up 86 customers to forestall entry. If each customer believes that the others will sign, each also believes that no rival seller will enter. Hence, an individual customer loses nothing by signing the exclusionary agreement and will indeed sign. Thus, naked exclusion can be profitable.

Microcomputers are finding application in a vast array of academic and industrial settings, but are under-utilized in the electroplating industries. An often overlooked tool for computer simulation, for example, is equationsolving software. Such programs can predict the performance of a process system from basic mathematical relations without requiring the operator to have extensive knowledge of sophisticated programming and numerical solution techniques. A model of a multi-tank counter-current rinse system is described, then simulated with this software, and the results compared to actual plating facility rinse data, showing the excellent predictive qualities of this approach.

Investigations of aircrew sustained operations (SUSOPS) have been criticized for employing tasks with no apparent
external validity. Because measures obtained directly from aviators flying high-performance aircraft are difficult to
obtain, a laboratory compromise is needed. High-fidelity flight simulators used for aircrew training offer the most
realistic simulation, but their availability is limited. Personal computer-based flight simulators may provide adequate
simulation in, the laboratory at a rea.sonable cost. This report describes a representative research protocol using a
commercially available flight simulator during a simulated aircrew SUSOP.

Two methods for detecting dim, unresolved target tracks in infrared imagery are presented. Detecting such targets in a sequence of noisy images is very challenging from the standpoint of algorithm design as well as detection performance evaluation. Since the signal-to-noise ratio per pixel is very low (a dim target) and the target is unresolved (of spatial extent less than a pixel), one must rely on integration over target tracks which span over many image frames. When designing a new food or pharmaceutical facility, a relational database is an effective tool for engineers. A centralized database on personal computers inexpensively provides the structure and accessibility for a great quantity of detailed information about equipment, instrumentation, and process parameters, as well as the ability to share this information between engineers and between disciplines. Benefits of such a system include improved quality through streamlined data checking, project-wide access to the latest data, automation of calculations, and the ability to substitute clerical time for professional time in compiling reports.

It has been shown recently that a-adrenergic agonists can stimulate atrial natriuretic factor (ANF) expression in ventricular cardiac myocytes; however, little is known about the intracellular signals mediating this activation. The present study focused on the potential roles of calcium-regulated kinases and calcium influx in the a-adrenergic stimulation of ANF gene expression in ventricular myocardial cell cultures. Myocardial cells maintained for 48 h in serumfree medium supplemented with phenylephrine (PE) possessed up to 15-fold higher levels of ANF peptide and ANF mRNA than control cells. Fisher of University of Michigan's Museum of Paleontology and Department of Geological Sciences has found intriguing new information at the Heisler and other sites concerning Paleoindian food-caching behavior. The negative assessment of lesbian/gay relationships in Catholic circles is most often based on scanty information gathered from folklore, the commercial media, and a narrow, literal reading of Biblical texts. Assumptions are made about the personal adjustment of individual gay/lesbian persons and the quality of their relationships without recourse to actual lived experience. This survey of 263 gay/lesbian Catholics and 20 controls was designed to receive direct feedback from lesbian/gay persons concerning their religious attitudes, personal adjustment, and relational quality. The results contradict many preconceptions, and a remarkable similarity is demonstrated between the gay/lesbian responses and those of the control …

The major difficulty in applicability of genetic algorithms to various optimization problems is the lack of general methodology for handling constraints. This paper discusses a new such methodology and presents results from the experimental system GENOCOP (for GEnetic algorithm for Numerical Optimization for COnstrainted Problems). The system not only handles any objective function with any set of linear constraints, but also effectively reduces the search space. The results indicate that this approach is superior to traditional methods when applied to the nonlinear transportation problem.

1 Heptaminol stopped or delayed the progressive decline in tension which characterizes the phenomenon of fatigue in frog isolated twitch muscle fibre. 2 Heptaminol had no action on the sodium, potassium and calcium voltage-dependent ionic conductances. 3 The hypothesis of an action via an internal alkalinization was tested by comparison with the action of NH4Cl. Both substances increased the tension. 4 The action of hepataminol was suppressed in sodium-free (TRIS) solution or in the presence of amiloride while the action of NH4Cl was always observed. 5 These results could be explained by a stimulation of the Na/H antiport by heptaminol.

Shear strength tests are conducted in a model of a water well on four, commercially available, granular bentonite well sealing products. The time dependency of annulus seal shear strength and resistance to piping is examined. Dry bentonite samples are placed through water in the annular space between the casing and borehole and allowed to set for a specified time. Pressure is applied at a constant rate to one end of the clay seal until shear or piping failure occurs. Pressure and seal displacement data are recorded on a digital data acquisition system. Military and critical infrastructure electronic equipment may be exposed accidently or maliciously to harsh electromagnetic environments which include effects from background electromagnetic sources (lightning and broadband electromagnetic waves from radio, TV, microwave signals) and high amplitude intentional sources (RF weapons and nuclear EMP). An integrated approach is needed to effectively and affordably protect critical electronics from this wide range of environments.
