The past five years have seen an explosion in the use of the Internet by book artists both as a tool for communication and as a means of publicizing their work. Not quite as rapidly, but steadily nevertheless some formerly traditional book artists have left the confines and limitations of hot type on damp paper to explore the creation of "books" which can only exist in digital form. The Republic Of Federal Scientific Publication: The Not-So-Public Domain, John Walters

John Walters

This article examines the forces that have made federal scientific publication an essentially private enterprise. Particular attention is paid to the rise of the scientific community in the American political system. The period under review begins roughly with 1941 and American involvement in World War II, which coincides with the establishment of the Office of Scientific Research and Development (ORSD). The article examines OSRD’s method of conducting federal scientific research, its contractual system, and the new publishing paradigm that it engendered. The article concludes in the 1960s with congressional efforts to revise provisions in Title 17, the Copyright Code.

In this invited paper for an NSF-funded workshop for the systematics and library communities, Calhoun relates the story of cooperative authority control in libraries, drawing parallels to the problem domain of the systematics community and biological information managers. She describes what made community-wide authority control possible in libraries; offers a high-level view of how it works from systems and practitioner perspectives; and assesses the limitations, prospects and challenges for the current authority control framework in libraries.

The federal Mental Health Parity Act of 1996 requires insurers to offer the same benefits for mental disorders and substance abuse as they would for physical disorders, including any annual or lifetime limitations and restrictions placed upon such coverage. To date, twenty states across the nation have enacted parity laws for mental health and/or substance abuse benefits. This report summarizes the essential issues facing the state of Florida in the development of state mental health parity legislation, including an examination of the experiences of other states, a look at potential benefits, and a discussion of the impact of managed care …

This Article addresses 'spamdexing,' namely, the practice of stuffing invisible keywords into webpages in order to try to get more favorable listings with search engines. For instance, some website owners will stuff the trademarks of competitors into a webpage’s code, particularly by using 'meta tags,' indexing keywords that can be hidden in a webpage’s source code. Although meta tags are not typically viewed by users, the code can be read by search engines, with the result that webpages may be improperly boosted in search engine rankings. Such practices can confuse the public and have also spurred trademark lawsuits. But the …

Thinking Style Differences Among Academic Librarians, Linda M. Golian-Lui

The purpose of this study was to investigate whether differences in thinking styles exist between senior level library administrators working in public and technical service areas in libraries with an institutional membership in the Association of Research Libraries (ARL). To facilitate this investigation, the Inquiry Mode Questionnaire (InQ) and a demographic data form were distributed in a nation-wide survey. The study achieved an 80.3% (106) return rate, with a total of 97 surveys used for data analysis. The literature review is organized in three segments: definitional dilemma, theoretical framework, and review of previous research. The definitional dilemma addressed issues concerning …

The push toward Internet access in libraries is proceeding despite the fact that establishing and supporting access is time-consuming, expensive, and fraught with political and policy implications.
