Theorizing Constitutional Change In East Asia, John Gillespie

How do constitutions change in response to social problems? This Article explores why constitutions in three East Asian countries, namely Japan, Indonesia, and China, changed rapidly during times of social crisis and then incrementally evolved during periods of stability. It looks for explanations in historical institutionalism, a novel theory developed to understand the factors that give rise to the creation, persistence, and change of political institutions, such as constitutions. Constitutional change in these East Asian countries is explored by examining constitutionally defined eminent domain powers that enable governments to compulsorily acquire land in the public interest. This article examines Raven Sentry, a project that employed artificial intelligence to provide advance warning of insurgent attacks in Afghanistan. During 2019 and 2020, the Resolute Support Deputy Chief of Staff for Intelligence (J2) benefited from a command culture open to innovation, the urgency created by the US drawdown, and a uniquely talented group of personnel that, aided by commercial sector experts, built an AI system that helped predict attacks. The war’s end cut Raven Sentry short, but the experience provides important lessons on AI and the conditions necessary for successful innovation.

The management of COVID-19 pandemic has revealed inefficiencies in coordinating global response, particularly in African countries. Therefore, creating an urgent need to examine the literature on Information and Communication Technologies (ICT) in crisis management to appreciate its contextual role. Employing a systematic review, using the Preferred Reporting Items for Systematic Reviews and Meta-Analysis (PRISMA), this paper critically assessed the extent of the use of ICT in crisis management in Africa’s response to COVID-19 to reconstruct its resilience against future crises. The research is located around Rajabasa Volcano, South Lampung Regency, Lampung Province, Indonesia. The research areas have unique geological conditions and arrangements. It is part of the caldera body estimated to have centralized geothermal potential. Identification of potential geothermal areas can be made using remote sensings such as lineament density analysis, slope, and land surface temperature with areas of approximately 190 square Kilometers. Manually extraction of lineament density is dominated by the NW-SE direction with an anomaly of only 20 percent. The inadequate spatial intelligence of teachers culminates in students’ minimum spatial intelligence. As teachers carry the role of learning facilitators and instruments, spatial intelligence training is highly substantial for geographic teachers. This study aims to identify the effects of spatial intelligence training based on webGIS on the geographic teachers’ spatial intelligence. This study used a quantitative method with a pre-experimental design and a one-group pretest-postest with paired sample T-test data analysis. Our analysis results using T-test showed Sig. After George Floyd was murdered in May of 2020, a massive wave of anti-racism and antipolice brutality protests erupted across the United States. In addition to matters such as racial prejudice and awareness of racial discrimination, some studies have measured the effect of those protests on the 2020 presidential election. Introduction: Maine has the twelfth highest incidence of melanoma in the United States. The purpose of this study was to determine which Maine counties were the most impacted by melanoma through the use of geographical methods. Identification of counties with the highest prevalence of melanoma will help in targeting future training and public health interventions.

Agricultural drought occurs in various irrigation areas in Indonesia, one of which is the Jatiluhur Reservoir’s irrigation area. Agricultural drought in this area occurs due to several factors, including the natural phenomenon of climate anomalies which causes the length of the dry season, and also due to less optimal irrigation networks, damaged networks and other obstacles. But, not all agricultural land in the irrigated area experiences drought. Due to data privacy concerns and a lack of broadly applicable modelling approaches, mental health prediction encounters substantial challenges. This research introduces a pioneering decentralized framework integrating federated learning with Neutrosophic Cognitive Maps (NCMs) to facilitate secure and accurate mental health predictions while preserving data privacy. This innovative approach allows collaborative NCMs training on sensitive patient data across diverse sites without centralizing or transferring the data. The NCMs incorporated into the framework effectively model relationships between various symptoms and mental health states, offering interpretable insights into the complex dynamics of mental health.
