Sustainable Tourism As A Tool For Post-Conflict Economic Reconstruction. A Situational Analysis Of Sudan, Lorenzo Belotti
The Journal of Social Encounters
As Sudan is grappling with a conflict that is taking its toll on the economy and is displacing millions of individuals, pathways to a sustainable reconstruction of the country are needed for the stability of a future peace. Tourism in Sudan has been confined to small initiatives during all its history, despite the invaluable heritage that its territory holds. This article aims at investigating the potential of tourism as an engine for the sustainable development of the country and the improvement of the livelihoods of local communities, as it has been for other nations in recent history. The main goal …

Implementation Of Violations Of The Ite Law Article 27 Verse (2) Of 2016 Concerning Promotion Of Online Gambling By Influencers In Indonesia, Mohammad Fawaid Pradika, Lukman Taufik Tri Hidayat, Achmad Habib Dwi Prakoso, Aasim Ahmad Khan
Jurnal Komunikasi Indonesia
The 2016 Electronic Information and Transactions Law (UU ITE) which was created by the government to tackle cyber problems has generated a lot of controversy, one of which is the regulation governing online gambling and its promotion in Article 27 verse (2) of the ITE Law. A number of influencers violate these regulations by using social media to promote online gambling, which carries a moral burden of influence in promoting illegal products, to provide good universal service to the community. Furthermore, as someone who has many followers, one influencer also has high public interest which requires, as someone who is …

Operating Successfully Within The Bureaucracy Domain Of Warfare: Part Two, Jeff Mcmanus
The US Army War College Quarterly: Parameters
This article is the second part of a two-part series. Part one outlined how viewing bureaucracy as a domain of warfare can assist policy professionals in navigating its processes and procedures and then described the first three fundamentals (Politics, Personalities, and Pressure), which are externally imposed and must be navigated carefully. Part Two describes the last seven fundamentals (Principles, Perspective, Prediction, Persuasion, Privacy, Programming, and Permanence), which are internally influenced and controlled and can be developed and deployed as a foundation for enhancing success. Mapping the fundamentals for success in the bureaucratic domain will enable policy professionals to address and …

The Making Of Policy On Intellectual Property, Innovation And Technology Within The Caribbean Community ( Caricom), And The International Agenda, Abiola Inniss
Journal of Social, Behavioral, and Health Sciences
Over the last three decades, the making and implementation of policy on intellectual property rights (IPR), innovation, and technology within Caricom (Caribbean community) has been fraught with issues. These include the lack of clear direction on the development of science, technology, and innovation, as well as the attendant IPR policies and laws that would support their actualization at the level of the Caricom heads of government and the highest levels of administration. International groups and organizations have long attempted to raise the levels of awareness and use of IPRs in the region through investments in workshops, seminars, training sessions, and …

Vietnam And The Four Nos—How Chinese Actions In The South China Sea Influence Vietnam’S Hedging Strategy, Jeff Zeberlein
Naval War College Review
Vietnam’s policy of nonentanglement called the “Four Nos”—intended to hedge against China’s political, economic, and military strength—is challenged by Beijing’s increasing aggression and maximalist claims in the South China Sea, opening opportunities for U.S. policy in the region.

"It Hurts Me To Say": Preservice Teachers' Use And Disapproval Of Deficit Discourse In Urban Schools, Sherridon Sweeney, Brian Flores
Journal of Research Initiatives
Extensive research examines the development and impact of deficit discourse in schools. However, more research needs to be needed to explore how preservice teachers use this language during their preparation. Therefore, our qualitative study explored how deficit discourse became part of five preservice teachers' vernacular when speaking about children and teaching. Findings suggest participants (a) Relied on reductive labels to describe children, (b) attributed their use of these labels to their exposure to them during their practicum, and (c) demonstrated both cognitive dissonance and silent resistance toward deficit language. Implications are for teacher educators and school leaders.

The US Army War College Quarterly: Parameters
Policymakers in the defense community should approach bureaucracy as a sixth domain of warfare because, in doing so, they can successfully handle its processes and procedures. Part one of this two-part article discusses the first three (of 10) fundamentals these professionals must develop to navigate the bureaucratic domain and address and balance the complexities of the policy-making process for the overall benefit of US national security.
Inaction And Executive Power As Policy Decisions: The Reagan Presidency And Its Response To The Aids Crisis, 1981-1989
The Compass
Federal level responses to major public health crises are dictated almost entirely by the adherence of individual presidential administrations to different modalities of Federalism. This project examines the ways in which the Reagan administration utilized different modes of presidential power and authority to respond to the outbreak of HIV/AIDS in the 1980s. While much is known about the impact of HIV/AIDS on men who have sex with men (MSM), the larger queer community, and the overall response of the Reagan Administration to the HIV/AIDS epidemic, less is known about the specific way in which Reagan and his administration used executive …

We(Ed) The People Of Cannabis, In Order To Form A More Equitable Industry: A Theory For Imagining New Social Equity Approaches To Cannabis Regulation, Garrett I. Halydier
University of Massachusetts Law Review
States increasingly implement “social equity” programs as an element of new cannabis regulations; however, these programs routinely fail to achieve their goals and frequently exacerbate the inequities they purport to solve, leaving inequitable industries, high incarceration rates, and broken communities in their wake. This ineffectiveness is due to the industry’s fundamental confusion of the modern, individualized concept of “equity” with the historical, society-level concept of “social equity.” In this paper, I develop a new theory of “cannabis social equity” to integrate these concepts, and I apply that theory, first, to diagnose why current policies fall short and, second, to propose …
"Because They Recognized Us": Triangulated Perspectives Of Syrian Mothers' Resettlement Experiences In The Eastern United States., Kayte Thomas
Journal of Applied Disciplines
Research indicates that post-resettlement experiences can be particularly challenging for people with refugee status. Despite finding safety in and adjusting to their new home, former refugees have indicated that this time can be stressful and even traumatic. The current Syrian crisis has created the largest wave of refugees ever known, and Syrian women are amongst the most vulnerable. However, women’s needs and preferences are often not taken into consideration during the resettlement journey and when they are, there is no distinction between mothers and their childless counterparts. As social workers strive to empower the individual person within their environment, it …

Broken Promises: Prolonged Diminished Quality-Of-Life Among Liberian Ebola Survivors Half A Decade After The 2014-16 West African Outbreak, Jessi Hanson-Defusco, Decontee Davis, Meghana Bommareddy, Zainab Olaniyan
Journal of Social, Behavioral, and Health Sciences
The 2014–2016 Ebola outbreak left thousands of Liberian survivors with severely diminished quality of life. Applying a social determinants framework, this mixed method study investigates to what extent Ebola virus disease (EVD) survivors suffer long-haul psychosocial stress, diminished quality-of-life factors, and the impact of EVD-related service provisions on their ongoing healing. We present the results of a quantitative analysis survey of data collected from 19 Liberian EVD survivors in 2022 using snowball sampling. Additionally, a qualitative analysis of survivor statements helps triangulate key statistical findings and inform causal mechanisms. Survivors report experiencing 5.25 of a total of 7 ongoing stressors …

Rural, Poor And Working-Class Student Postsecondary Experiences During The Covid-19 Pandemic: Policy Lessons Learned For Supporting Future College Success, Ty C. Mcnamee, Sonja Ardoin, Jenay F.E. Willis
The Rural Educator
In this policy brief, we use research findings to illuminate experiences during the COVID-19 pandemic of U.S. rural college students from poor and working-class backgrounds. We offer institutional, state, and federal policy lessons gleaned from such experiences. We show how rural, poor and working-class students’ higher education success was impacted by COVID-19 and how the pandemic highlighted and exacerbated existing systemic geographic and social class barriers faced by such students pursuing college. In turn, we hope postsecondary policymakers at the institutional, state, and federal levels can learn from these experiences to better support rural, poor, and working-class students in the …

A General Model Of Good Executive Leadership In Policy Contexts, Thad Williamson
A General Model Of Good Executive Leadership In Policy Contexts, Thad Williamson
Interdisciplinary Journal of Leadership Studies
This commentary stipulates a general model of policy leadership, encompassing decision-making, implementation, and evaluation. The model stresses attaining clarity about the nature of the issue being addressed, the values at stake, and the possible outcomes of alternative courses of action. While focused on the context of elected executives in municipal government, the stipulated model has broader applicability to other contexts. The article contends that following the model may both improve the effectiveness of political leaders and help build consensus (or compromise) among distinct political actors.

White Politics, Black Lives, & The Cost Of Being Green: Environmental Racism In Emelle, Alabama, Laura M. Wilson
White Politics, Black Lives, & The Cost Of Being Green: Environmental Racism In Emelle, Alabama, Laura M. Wilson
Midwest Social Sciences Journal
In the 1970s, Emelle, Alabama welcomed the establishment of a new corporation and the promise of new economic opportunities. The small settlement, almost exclusively African-American (94%) and in poverty (67%) was selected by Waste Management, Inc., after lobbying by Governor George Wallace to create the largest hazardous waste landfill in the US. When a state policy change significantly increasing costs, production slowed, jobs dissipated (from 430 to 250), and destitution returned. At the same time, other problems began to the surface, including water contamination and increasing rates of childhood cancers, attributable to the toxic seepage. The dump still operates, but …
