The protection status of the Greater Yellowstone grizzly bear continues to elicit debate and find its way into the courtroom. In Crow Indian Tribe v. United States, for the second time in the last decade, a court held the Service’s attempt to delist the Yellowstone Grizzly arbitrary and capricious. Specifically, the court found the Service’s evaluation of remnant populations, recalibration, and genetic health deficient. This case demonstrates the importance in and the resilient motivation behind preserving grizzly bear populations and genetics. Although homicide appears to be a more serious issue compared with other countries, suicide causes many more deaths per year than homicide does and therefore deserves at least as much attention. Discussion of gun policy has also focused heavily on mental illness, and although this is a potential factor in gun violence, we must also recognize that most people with mental illness are not dangerous. Cannabis has a long history in the United States. Originally, doctors and pharmacists used cannabis for a variety of purposes. After the Mexican Revolution led to widespread migration from Mexico to the United States, many Americans responded by associating this influx of foreigners with the use of cannabis, and thereby racializing and stigmatizing the drug. After the collapse of prohibition, the federal government repurposed its enormous enforcement bureaucracy to address the perceived problem of cannabis, despite the opposition of the American Medical Association to this new prohibition. Why did the international community decide to withdraw United Nations peacekeeping troops from Rwanda during the 1994 genocide? Analysis of newly released documents and results from an international conference with former U.N. and government officials sheds further light on our understanding of what took place leading up to and during the Rwandan genocide. This article focuses on two key moments: 1) the United States’ reluctance to support the peacekeeping mission from before its mandate began and prior to the killing of U.S. troops in Somalia in autumn 1993; and the United States’ central role pushing the United Nations Security Council …

What Influences Whether Family Forest Owners Participate In Outreach Campaigns?, Brett J. Butler, Sarah M. Butler, Kelley Dennings, Tricia Gorby Knoot

The Journal of Extension

We used an experimental design to analyze factors affecting participation rates for family forest owner outreach campaigns. Through logistic regression, we assessed the participation rates as a function of campaign and landowner attributes. Participation rates ranged from 3% to 14%. Owners offered a publication were on average 4.3 times more likely to participate than those offered a forester visit. Owners with a college degree were on average 1.5 times more likely to participate than those with lower levels of formal education. Extension and other outreach professionals can use knowledge of these factors to design more effective outreach campaigns.

With the rise of so-called fake news as a global phenomenon, interest in propaganda analysis has advanced along with the recognition of the fundamentally social process of interpretation. In this essay, we explore the use of cross-national dialogue among German and American undergraduate students who are seeking to better understand how media messages are interpreted and how they inform and guide the civic actions of citizens. We describe and analyze five lessons that used a virtual exchange using a variety of digital media platforms, texts and technologies to support the cross-national study of contemporary propaganda. Survivors of sex trafficking who were forced into drug use as victims are in need of social services to treat their drug dependency and other mental disorders. Access to social services is a human rights issue that must be acted upon by state and federal officials. The law, however, requires approval of the T-Visa for receipt of benefits. Along with the T-visa application process, the applicant (human trafficking survivor) must be willing to assist in every reasonable way in the investigation and prosecution of the trafficker. Rounsevelle Wildman (1864 – 1901), the United States Consul at Singapore, published a series of magazine articles documenting his experiences in the Malay Archipelago from 1893 to 1897. These articles, published in several travel-related magazines, feature Wildman’s observations of the Malay Archipelago and its varied peoples. The ethnographic perspective in these writings may be analyzed using Renato Rosaldo’s Lone Ethnographer concept, as presented in Culture & Truth: The Remaking of Social Analysis. In a recent article, Jessica Bulman-Pozen and David Pozen identified “uncivil obedience” as a tactic for protesting laws or regulations, not by violating the law, as with civil disobedience, but rather by scrupulous attendance to it. This paper explores how restrictions on expression – a dimension of US and French counterterror policy – are realized given the socio-political and legal-procedural differences between the two countries. Theoretically, the US – with its strong constitutional free speech protections and its tradition of limited government – should respond less aggressively than France, which has a more flexible constitution and a statist tradition. This paper contends that while France restricts terror-related expression to a greater degree than the US, the US possesses more tools to counter terror-related expression than its constitution suggests. Hunger-strikes present a challenge to state authority and abuse from powerless individuals with limited access to various forms of protest and speech—those in detention. For as long as hunger-strikes have occurred throughout history, governments have force-fed strikers out of a stated obligation to preserve life. Some of the earliest known hunger-strikers, British suffragettes, were force-fed and even died as a result of these invasive procedures during the second half of the 19th century.

The Armed Career Criminal Act and United States Sentencing Guidelines prescribe sentence enhancements based upon a defendant’s prior convictions. In particular, these federal sentencing tools contain violent felony provisions that outline the requirements a state criminal statute must satisfy for a conviction to constitute a violent felony, making the convicted person eligible for a federal sentence enhancement. However, the Supreme Court’s holdings in Johnson v. United States, 559 U.S. 133 (2010) and Johnson v. United States, 135 S.
