Reading Horizons: A Journal of Literacy and Language Arts
What roles can colleges and universities play in serving the many young adults whom our public school systems fail? This article sheds light on how one university was able to make a literacy connection with students attending an Alternative High School (AHS). This connection enabled AHS students and teacher candidates to effectively carry out a writing project in cyberspace. Data indicated that as the AHS students worked closely with their mentors, they became more aware of literacy strategies they needed to construct meaning and were able to recognize and appreciate quality writing. This study explores the indicators of a community of inquiry present in the asynchronous computer conferences of three MA (Journalism) online courses offered at the Ateneo de Manila University. The Community of Inquiry Model, developed by Archer, Garrison, Anderson, and Rourke (2001), from the University of Calgary in Canada, illustrates how three elements – social presence, cognitive presence, and teaching presence – combine to create a community of inquiry, which is a precondition for higher learning. Face À La Meute – Narration Et Folie Dans Les Romans De Boubacar Boris Diop, Susanne Gehrmann
Présence Francophone: Revue internationale de langue et de littérature
The article analyses the narrative techniques and the theme of madness in three novels by the Senegalese writer Boubacar Boris Diop, caracterised by narrative polyphony and metatextual reflexion on the production of a story. The speech of protagonists affected by “intellectual madness” plays a strategic role in the structure of the novel which, as a hybrid genre, draws on oral and literary traditions in a still splintered aesthetic. The image of the pack represents an unreasonnable society condemning a so-called mad individual whose madness consists in bringing a counter-memory of the foundation myths.

Junk email, commonly referred to as "spam," is the current scourge of the Internet. In late 2004, unwanted email messages were being delivered at a rate of 12.4 billion per day. The variety of tools used to combat spam have failed to make a significant impact. Legislative efforts, such as the CAN-SPAM Act of 2003, met with substantial enforcement complications. The communications industry responded with a variety of technical advances, such as filters and blacklists, but those innovations are still unable to reliably distinguish between wanted and unwanted messages. The continuing economic and political transformation of Asian countries has been inexorable since the mid-1980s. John A. Lent, a long-time Asian media observer, stated: “Today, Asians are generally more politically vigilant and less apt to tolerate strongman rule than before.”1 A good illustration of democratic transitions in Asia is the expansion of political rights and civil liberties. This article examines the role of the Internet in political participation in South Korea. It reveals that the Internet brought majority of the voters into the political process and produced a more fact-based election process in South Korea. It also reveals that Internet accessibility has become a stronger factor to explain increased voter participation. This article suggests that the rapid diffusion of Internet along with broadband connections have contributed to the increased use of Internet among young voters.

The first ecommerce dispute to come before the World Trade Organization ("WTO") was billed to be one of David and Goliath proportion. The tiny twin-island nation-state of Antigua and Barbuda challenged the United States' ban on cross-border Internet gambling and betting. As a result of the dispute, the WTO issued a private final report against the United States finding that the ban violates the United States' commitments under the WTO. Shortly before the public release of the final report, both parties petitioned the WTO to indefinitely postpone its release so that the parties could engage in private negotiations. The final …

What's Fear Got To Do With It - It's Affect We Need To Worry About, Paul Slovic
Missouri Law Review
My objective in this paper is to provide psychological perspective on the challenges to rational decision making in the face of terrorism and other risk crisis. I shall begin with an introduction to the psychology of risk, highlighting the role of affect and its contribution to what may be called “risk as feeling.” I shall then address the need to educate and inform citizens about risks from terrorism and some of the particular challenges this entails.

Privacy, Free Speech & The Garden Grove Cyber Café Experiment, Brett Stohs

In response to gang violence at local "cyber cafés," the City Council of Garden Grove, California, passed an ordinance requiring cyber cafés to install video surveillance systems. The constitutionality of the provision was subsequently challenged, and a California Court of Appeal determined that the video surveillance requirement did not violate free speech or privacy protections under either the federal or California Constitutions. This decision was immediately challenged, by commentators and a dissenting judge, as opening the door to Orwellian-type, government intrusions into individuals' personal lives.
