The globalization of capital flow has resulted in an increasing number of firms choosing to cross-list their stocks in foreign stock exchanges to raise public equity capital abroad, and more recently, the booming of venture capital (VC) inflow to developing nations to finance the start-ups and growth companies in those emerging economies. The dramatic rise in venture-funded activity in developing nations has been largely fueled by institutional investors in the United States and other developed nations. Singapore’s status as one of the most networked society in the Asia- Pacific region is rarely disputed, though not much has been written critically about the city-state’s approach towards the regulation of information/communication technologies. This paper seeks therefore to disambiguate the social, cultural, economic as well as the political imperatives of such regulatory practices in Singapore. This paper is a critical examination of the privacy and free expression implications of surveillance in the wake of new anti-terrorism law in Hong Kong. Surveillance has increased worldwide since the recent terrorist attacks. New technological modes of surveillance have become indispensable weapons in this ‘war on terrorism’. Can The Poor Get Richer And Freer? The Internet, Development And Democracy In Asia, J. Rudolph, L. T. Tin

The combination of the Internet, development and democracy provide poor countries with new opportunities to get richer and freer. In using examples from Asia, we show that despite the Internet being no panacea tends to have a positive effect on both development and democratisation. Due to the linkage between economic and political development, the Internet’s effect on political development will tend to be good for economic development, or vice versa. A digital divide exists, but so does a digital opportunity for developing countries, and the Internet’s unique decentred structure makes it difficult for authoritarian regimes to comprehensively instrumentalise this technology. …

Copyright And Time: A Proposal, Joseph P. Liu

Michigan Law Review

This Article makes a very specific and concrete proposal: it argues that courts should adjust the scope of copyright protection to account for the passage of time by expressly considering time as a factor in fair use analysis. More specifically, this Article argues that the older a copyrighted work is, the greater the scope of fair use should be - that is, the greater the ability of others to re-use, critique, transform, and adapt the copyrighted work without permission of the copyright owner. Conversely, the newer the work, the narrower the scope of fair use. Or, even more concretely, this …
