This is the first of two studies on Vincentian seminaries in Louisiana. “The Ecclesiastical Seminary of Saint Vincent of Paul,” located in Bayou LaFourche, opened in November 1838 after about a decade of discussion. The Vincentians had initially refused to direct it because of the financial burden it would place on them and because of possible disruption to their existing seminary at the Barrens in Perryville, Missouri. However, John Timon accepted it because educating candidates for the priesthood was a Vincentian work. The circumstances of the seminary’s founding are recounted in detail. "An Active And Energetic Bishop": The Appointment Of Joseph Glass, C.M., As Bishop Of Salt Lake City, Stafford Poole C.M.

Vincentian Joseph Glass was the bishop of Salt Lake City, Utah, from 1915 to 1926. He was appointed because he was considered “vigorous and competent,” and the diocese desperately needed that kind of leadership. His appointment was also due to the influence of Bishop Thomas Conaty of Los Angeles and the fact that Archbishop Patrick Riordan of San Francisco died “at a crucial point in the search” for a bishop for Salt Lake. Rethinking The Equities Of Federal Farm Programs, Christopher R. Kelley

Northern Illinois University Law Review

This article explores the need to revisit the justifications for federal farm programs. The author points out that while long-term prospects for the continuation of current price and income support programs are uncertain, the notion of public investment in agriculture should not be wholly dismissed. The author proposes comprehensive policy reform that identifies the continuing value and relevance of federal farm programs to the American people, and restores a sense of direction to the government's support of the agriculture system.

Agriculture Without Farmers?: Is Industrialization Restructuring American Food Production And Threatening The Future Of Sustainable Agriculture?, Neil D. Hamilton

Northern Illinois University Law Review

This article addresses the rapidly changing face of American agriculture. The author identifies a series of contradictions in American attitudes concerning agriculture and discusses the potential threat to the future of farming in the shape of the coming industrialization. He also addresses the movement toward the concept of sustainable agriculture and suggests a number of steps which can be taken to confront the changing structure of agriculture. The author concludes by setting forth a number of current developments in agriculture which may be considered signs of optimism for the future of farming.

Violence Prevention In The Schools, Deborah B. Prothrow-Stith

New England Journal of Public Policy

Violence and its consequent injury and death represent a major health problem in this country. The United States has one of the highest homicide rates in the industrialized world: ten times higher than that of England and twenty times higher than that of Spain. Fatalities from violence represent only the tip of the iceberg: nonfatal intentional injuries occur as many as one hundred times more frequently: assault and intentional injuries identified in medical studies can be four times those reported to the police, suggesting that medical institutions are a primary site for identification of individuals with violence-related problems. Local Autonomy, Educational Equity, And School Choice: Constitutional Criticism Of School Reform, James J. Hilton

New England Journal of Public Policy

Many critics of America's public education system hail parental or school choice, a program that allows public school systems to compete against one another and, under some proposals, against private educational institutions, for students and educational funding, as the answer to Americas educational crisis. Proponents argue that competition will force public schools to offer students a quality education or close. This article does not evaluate the claims of the parental-choice proposals; rather, it examines the difficulties inherent in funding such a system through traditional school finance mechanisms.

Swiss-Americans In The 1990 Census, Terry Johnson

Swiss American Historical Society Review

Over one million Americans claim Swiss ancestry according to the 1990 ethnic data recently released by the U.S. Census. While this is up 6.5% over the 1980 figure, the Swiss remain a very small ethnic group, accounting for less than half a percent of total U.S. population. Nevertheless, the new data makes the 1990 census the first in which the Swiss pass the million population mark.

Soldiers Of Christ, Angels Of Mercy: The Daughters Of Charity In Los Angeles, 1856–1888, Michael E. Engh S.J.

This article describes the challenges the Daughters of Charity faced on the American frontier and how they successfully coped with them. Their efforts “contributed to the ongoing Americanization of their denomination” because the Daughters adapted their religious practices to life on the frontier. They responded to local needs and their works expanded far beyond the initial founding of a school and an orphanage. Among other things, they built a hospital, served as nurses and found jobs for women. As the first female business executives in Los Angeles, they did creative fund-raising for their own projects and for many Catholic causes. …

Work Papers of the Summer Institute of Linguistics, University of North Dakota Session

This article is a study of certain syntactic and morphological processes in Dakota Sioux within the Relational Grammar framework. There are three main topics dealt with as they relate to verb agreement: advancements to direct object, Possessor Ascensions, and Clause Union. All three of these topics distinguish between direct objects, indirect objects and obliques.

Verb agreement is examined and shown to consist of two distinct systems: person agreement and number agreement. These two systems give empirical evidence to the support of the multilevel relational network of Unaccusative and Reflexive clauses. It is also shown that an analysis which posits advancements …

This note begins with an examination of why the UNCRC has yet to be ratified in this country. The perspective of children's rights advocates is discussed. A comparison of Romano-Germanic and common law is presented to facilitate an understanding of the major differences that affect the way the UNCRC is viewed under the two systems. The effect of a treaty, self-executing or not, in United States' courts is examined. Civil Rights Articles 13, 14,15 and 16 in the Convention are linguistically analyzed and the United States law applicable to each Article is reviewed for its compatibility with the UNCRC. This …

The mandate for Charter-based judicial review of military law is now in its second decade. Comparative analysis of the relationship between military law and the civilian judiciary in common law countries reveals that Canadian courts benefitting from this mandate are so placed within the constitutional structure as to be uniquely able to engage in substantive review of the adherence to the principles of fundamental justice by Canadian courts martial. "Artificial Conscience": Professional Elites And Professional Discipline From 1920 To 1950, James A. Smith

Osgoode Hall Law Journal

Recent historical studies of the British and American Bars have identified their professional elites' willingness to define and enforce a concept of legal ethics which restricted less fortunate members' ability to practice and less fortunate individuals' ability to obtain legal assistance. This essay applies the thesis to the Canadian Bar's and especially the Law Society of Upper Canada's use of their increasing control over professional discipline from 1920 to 1950. Identifying similar trends in the Canadian profession's evolution, while emphasizing effects rather than intentions, it makes similar conclusions about the Canadian professional elite's use of such powers during this period.
