Assessment and program evaluation is a key aspect of the 21st-century academy and library, however, this critical service is often an afterthought or the responsibility of a librarian with little to no knowledge of data analysis or program evaluation. This brief lecture will cover the best practices in program evaluation through the framework of policy analysis. Diffusing best practices from outside disciplines will help build a more robust assessment program in information literacy instruction.

Extreme cold climates and Canada’s sparsely populated Northern regions have limited human and infrastructural capacity making it difficult to build energy-efficient homes. Despite such differences, homes are built based on codes and standards developed for Canada’s South. In 2008, a by-law was passed in Yellowknife, Canada requiring a minimum EnerGuide Housing (EGH) rating of 80 for all new single-family and two-family residential buildings. The EnerGuide’s Energy Rating Service (ERS) program is an energy assessment program for residential housing formerly known as the EnerGuide Rating for Houses (EGH). This research analyzes factors that affect the number of terrorist incidents in Europe with large numbers of refugees. My research intends to explore the correlation between refugees and terrorist incidents and to identify if social integration and immigration policies can have an effect on the volume of attacks. My independent variables of social policies in addition to immigration policies confirm my hypothesis that certain factors within these policies affect terrorism in Spain, the United Kingdom, Sweden, and Germany. This study analyzes environmental practices and policy at higher education institutions and examines the process it takes to implement them from student advocacy to administrative recognition that results in the implementation of sustainable plans, programs, and structures for the college in order to produce a feasible proposal for sustainable development at Augustana College. The authors conducted interviews with five colleges that have achieved sustainability in various ways and are largely similar to Augustana in religious affiliation, cultural background, and location: Kenyon, Knox, Luther, Moraine Valley Community College, and Oberlin. During this presentation, I discuss the failures of anti-harassment policies, specifically hate crime polices, in protecting transwomen of color. I also discuss the FBI Hate Crimes statistics, along with self-reported survey results from the National Transgender Survey, the recorded instances of hate on communtiesagainsthate.org, and how these make visible the failures of the current policies, laws, and their enforcement. This presentation then highlights the need for an intersectional approach to harassment policies to better protect individuals from facing bias. The creation of strong environmental laws in BC and Canada has improved over the years, however the implementation of these laws is often undermined and their effectiveness to protect ecosystems and communities suffers. The reasons are many but often it’s a question of underfunding of the monitoring and enforcement mechanisms that are necessary to ensure compliance. Other reasons, in particular for regulations that apply to marine and freshwater systems, is the lack of clarity around jurisdictional responsibility and accountability. Island County Marine Resources Committee (IC MRC) has maintained for 18 years a rolling portfolio of projects that tap MRC members and other local volunteers (such as Sound Water Stewards) to collect data, provide local knowledge and, on some occasions, collaborate with scientists to define research questions, design studies and analyze data. In the five years since the Blue Ribbon Panel’s 2012 report “Ocean Acidification: From Knowledge to Action”, there have been significant scientific advances and progress on the recommended actions. The Marine Resources Advisory Council (MRAC) saw a need to re-evaluate the 2012 strategy, resulting in a 2017 Addendum to the Blue Ribbon Panel on Ocean Acidification report. The Addendum is a companion report that expands upon the 2012 work.
