Within maritime transport dangerous goods count for about 50%. According to the general name, they present different types of risk and, therefore, dangers to life of all kinds. This dissertation is a, study of some aspects of the transport of dangerous goods by sea. The classification criteria are examined since classification is the gateway through which certain goods enter into a special domain governed by specific rules. This dissertation considers the application of distance education (DE) methodology in the field of maritime education and training (MET) for the first time in Malaysia. To date, this technique has only been scarcely used universally, within the context of MET. The research examines the sequential structure and origin of MET within the framework of the country's national policies and background, with emphasis laid on maritime issues. This dissertation is a study of the shiphandling simulator (SHS) as an effective training facility at maritime academies and gives a proposed shiphandling training programme for Vietnam Maritime University (VMU). A brief introduction of VMU’s education and training system is given. In order to keep up with and improve the standards of Vietnamese mariners as required by IMO - STCW 78, the need to install a SHS at Vietnam Maritime University is examined. This dissertation focuses on the maritime education and training system for ratings in Bangladesh, under the prevailing shipping environment. The paper discusses the present situation and highlights the difficulties being experienced in attempting to upgrade the system particularly in the areas of employment, education and training. The investigation identifies a number of factors inhibiting the development that is needed to overcome the current shortage of qualified ratings.
