Coherent optical sources in the mid-infrared region (mid-IR) are important fundamental tools for infrared countermeasures and battlefield remote sensing. Nonlinear optical effects can be applied to convert existing near-IR laser sources to radiate in the mid-IR. This research focused on achieving such a conversion with a quasi-phase matched optical parametric oscillators using orientation-patterned gallium arsenide (OPGaAs), a material that can be quasi-phased matched by periodically reversing the crystal structure during the epitaxial growth process. Although non-linear optical conversion was not ultimately achieved during this research, many valuable lessons were learned from working with this material. This thesis reviews the theory …

The Air Force presently spends more than $4.9 billion annually on information technology (IT). However, the IT infrastructure has been identified as inappropriate for supporting the Air Force mission. To improve this situation the Air Force has identified infrastructure flexibility as key to future success. To find the level of flexibility, this study measured the perception of Air Force communications, computer, and information career field members (33SX and 3COX2 career fields) on the level of IT infrastructure modularity (data modularity and application modularity) and integration (platform compatibility and network connectivity). The Department of Defense has determined that Outsourcing and Privatization is key to reducing operating costs and subsequently providing the fiscal dollars necessary to modernize the U.S. Armed Forces. In an effort to achieve this goal, the DoD has mandated that the Air Force study at least 5% of its manning positions for possible conversion to contract. This mandate effects over 200,000 positions throughout the department. Office of Management and Budget (OMB) Circular, Number A-76, Performance Of Commercial Activities dictates the process used to study the appropriateness of these conversions.
