Each year the Department of Defense (DoD) spends billions of dollars on information technology (IT) outsourcing. However, little formal or academic guidance has appeared that explains how, why, or even when this occurs. This study presents and evaluates several determinants that may impact a decision to outsource information technology systems in the Department of Defense. It begins with the development of a conceptual model, which was created using semi-structured interviews and an extensive literature search. Air Force resources are being committed to fund, implement, and support organizational knowledge management initiatives without any overarching Air Force Knowledge Vision or Knowledge Strategy to guide these efforts. The purpose of this research is to provide a framework model and framework implementation process that can be used to guide the identification, selection, and eventual implementation of Air Force knowledge management projects. Information that is stored digitally can only be used if it can be retrieved and interpreted. if the methods to retrieve the information are lost, it may be difficult, if not impossible, to recreate them. The knowledge to interpret the bitstream is also at risk. The Army is concerned with maintaining safe operations in tight of increasing operational demands. The Army Safety Center's goal, as approved by the Under Secretary of Defense for Acquisitions and Tech no logy, is to reduce accident severity by 50% in the next decade. The Safety Center chartered the Aviation Safety Investment Strategy Team to evaluate accidents to determine their hazards, or contributing conditions, and their controls, or reduction measures.
