A principal operational concept of Joint Vision 2020 is that of Focused Logistics, which promotes a merger of information and logistics technologies. The Defense Advanced Research Projects Agency's Advanced Logistics Project (ALP) supports this concept of Focused Logistics and seeks to leverage information technologies to obtain control over the logistics pipeline. The current campaign planning process is limited by the information made available to the decision-makers. In order for ALP to assist the decision-maker in selecting a single optimal deployment plan, the founding assumptions of alternatives considered must be valid. A Quantitative Decision Support Model To Aid Selection Of Combat Aircraft Force Mixes For Contingency Deployment, Paul G. Filcek

Selection of combat aircraft during crisis action planning can be of critical importance. In determining the value of force mixes, it is proposed that one can evaluate extrinsic and intrinsic value separately. Intrinsic value is the designed capability of a weapons platform to accomplish a specified aerospace mission. Extrinsic value is the expected appropriateness of such platforms, given the environmental characteristics in which they must operate. This research develops a decision support tool for planners in determining the extrinsic value of force mixes, which then expedites the selection of best overall force mixes. Eareckson Air Station (AS), a remote U.S. Air Force installation, faces the complex decision of selecting a new municipal solid waste (MSW) management strategy to replace its current non-compliant system. This research effort applies value-focused thinking and multiattribute preference theory to decision analysis techniques to produce a multiple-objective decision analysis model that captures all of the site's MSW goals, objectives, and concerns in order to facilitate the evaluation of MSW management strategies available. This study examined the strategic goals that were the basis for the DoDs implementation of mandatory certification for individuals serving in the contracting career field of the acquisition workforce. The study then went on to enlist panels of contracting experts to assess the extent to which two of the available certification programs meet, or fail to meet, those goals. The research method employed to gather input from experts was a Delphi discussion technique. Two separate panels, one consisting of Air Force civilian employees, the other of Air Force active duty officers, participated in eight Delphi iterations facilitated by the researcher. …

A group support system (GSS) uses a combination of networked personal computers, software that collects, manipulates, and aggregates member's individual input, and human facilitation to improve the group decision-making process. Prior GSS research has found that content and process anonymity influence problem solving groups. However, previous studies report mixed results on which levels of anonymity positively influence group performance. This thesis looked at content and process anonymity using four treatments to explore possible explanations for the mixed results found in previous GSS research.
