Reviving Old Mosul: 3d Modeling Aids Safe Clearance In Iraq, Erin Atkinson, Marc Dennehy, Craig Locke

Under the 2014–2017 Islamic State of Iraq and Syria (ISIS) occupation, the Old City of Mosul, Iraq, served as a headquarters for the self-proclaimed caliphate. ISIS produced, stored, and transited money, modern munitions, weapons, and improvised explosive devices (IEDs) through the city's ancient stone streets. To approach the immense and technically challenging task of clearing the Old City efficiently, effectively, and safely—without compromising the city's rich cultural history—Tetra Tech created a 3D model using aerial photogrammetry to quantify and visualize the scope and scale of the project.

In this article we outline how an unmanned aerial vehicle (UAV) mounted light detection and ranging (Lidar) mapping system has been used for the detection and mapping of minefields in vegetated areas around Cuito Cuanavale, Angola. Work took place as part of The HALO Trust’s (HALO) research into aiding clearance of landmines and unexploded ordnance (UXO) using drones.

Humanitarian mine action (HMA) is a critically under-researched field when compared to other hazards fields of similar societal impact. A potential solution to this problem is early exposure to and engagement in the HMA field in undergraduate education. Early undergraduate education emphasizing technical and social aspects of HMA can help protect lives by building a robust pipeline of passionate researchers who will find new solutions to the global explosive ordnance (EO) crisis. Women, girls, boys, and men are affected differently by landmines and explosive remnants of war (ERW) and hold different views on the challenges presented by them. Gender and other diversity factors, such as ethnicity and disability, condition individual views on vulnerability, needs, and coping capacities. This paper aims to identify the progress made by the humanitarian mine action (HMA) sector in Colombia toward gender equity and diversity through various methodological approaches and indicates that gender and diversity gaps persist. Due to Russia’s full-scale invasion of Ukraine, the scale of explosive ordnance (EO) contamination in Ukraine has reached unprecedented levels, necessitating new methods to assess and track the different types of ordnance and the level of contamination across the country. As the most documented, active war on social media to date, The HALO Trust (HALO) has successfully harnessed open-source research to better plan and conduct survey, clearance operations, and explosive ordnance risk education (EORE) across the country.

For over a decade, the widespread use of explosive weapons by all sides in the Syrian conflict has been well documented by a litany of public sources. Many of these explosive munitions fail to detonate as intended, thereby becoming unexploded ordnance (UXO) that threaten post-conflict recovery. To begin the process of clearing these explosive remnants of war (ERW), desk studies/non-technical studies can be utilized to initially assess the concentration and distribution of explosive weapons across a conflict zone, which in turn suggest the risk of UXO in an area. Humanitarian mine action (HMA) and humanitarian forensic action (HFA) have had a global impact in recent decades. However, these two areas could work more closely together in view of some of the contexts in which they operate. Often when HMA operators clear explosive ordnance (EO) after conflict, they find human remains, especially in urban areas. When human remains are encountered, operators have responsibilities to ensure that they are dealt with appropriately. Unguided Multiple Barrel Rocket Launcher (MBRL) systems are limited-accuracy, high-impact artillery systems meant to deliver barrages of explosive warheads across a wide area of attack. High rates of failure of MBRL rockets on impact and their wide area of ballistic dispersion result in a long-term unexploded ordnance (UXO) concern across large areas where these systems have been deployed. We field tested a newly-developed UAV (unmanned aerial vehicle)-based aeromagnetic platform to remotely detect and identify unexploded 122 mm rockets of the widely-used BM-21 MBRL. Aerially-deployed plastic landmines in post-conflict nations present unique detection and disposal challenges. Their small size, randomized distribution during deployment, and low-metal content make these mines more difficult to identify using traditional methods of electromagnetic mine detection. Perhaps the most notorious of these mines is the Sovietera PFM-1 “butterfly mine,” widely used during the decade-long Soviet-Afghan conflict between 1979 and 1989. Predominantly used by the Soviet forces to block otherwise inaccessible mountain passages, many PFM-1 minefields remain in place due to the high associated costs of access and demining. Breakthroughs in technology development transformed desktop computers into small, powerful mobile units equipped with intelligent software and extensive possibilities to connect and interact. Alternatively, the world of mine action still depends on manual work done with pen and paper, and the process of field data collection is especially exposed. However, field tests show that the use of mobile technology vastly improves safety and increases the effectiveness of field work. Adapting to new mobile technologies for field data collection will also positively affect the ways in which we gather, share, analyze, monitor and evaluate information.

On 24 September 2015, and in the presence of Her Royal Highness Princess Astrid of Belgium, the Royal Military Academy of Belgium (RMA) organized a demonstration for mine action tools in Meerdael, Belgium. At the Belgian EOD battalion premises of SEDEE-DOVO, RMA presented technology developed under the TIRAMISU project, which was co-funded by the European Union and coordinated by RMA. Designed by twenty-six different organizations, the tools covered multiple elements of mine action, including survey, operation and validation, information management, mine risk education (MRE), close-in-detection, and personnel protective equipment (PPE). Clearance operations highly depend on environmental, geographic and socioeconomic conditions. These conditions make demining easier, more difficult or nearly impossible. This article proposes an analytical method called 5D (Determining and Displaying the Degree of Operational Difficulty of Demining), which classifies degrees of difficulty as low, medium, high or extreme.
