The 2023 juvenile Striped Bass abundance index was 4.26 and was significantly lower than the reference mean of 7.77 for the period 1980 to 2009. Abundance indices were below average in the James and Rappahannock rivers and average in the York River in 2023 compared with the river-specific reference means (1980-2009). Relatively low catches of young‐of‐the‐year Striped Bass from sites upriver and downriver of core nursery areas suggest juvenile Striped Bass largely remained within core nursery areas in 2023.

Place Distress And Job Growth: Are Recent Job Growth Trends Significantly More Favorable For Distressed Counties?, Timothy J. Bartik, Kathleen Bolter, Kyle Huisman

This paper examines whether recent job growth trends have become more favorable toward counties with greater baseline economic distress. Job growth trends are “competitive job growth,” which is defined as growth that exceeds what would be expected based on how a county’s industries are growing nationally. Baseline county distress is measured by the county’s “prime-age employment rate,” the employment to population ratio for 25–54-year-olds. The core findings are fourfold. First, for the most distressed counties, job growth trends have become more favorable since 2019, compared to the 2001–2007 and 2007–2019 periods. In recent decades, many local labor markets—especially those in former industrial areas—have experienced lagging employment rates, hourly wages, and annual earnings. Even in places that have thrived, disadvantaged racial and ethnic groups and those with less education have often fared poorly, and long-term growth has bypassed many Americans at the middle and bottom of the income distribution. American Eel (Anguilla rostrata) is a valuable commercial species along the Atlantic coast of North America from New Brunswick to Florida. American Eel is also important to the recreational fishery as it is often used live as bait for Striped Bass (Morone saxatilis) and Cobia (Rachycentron canadum). In 2021, 87% of the U.S coastwide commercial landings came from Maryland, the Potomac River, and Virginia (personal communication from the National Marine Fisheries Service, Fisheries Statistics Division). This report describes the results of the twenty-sixth year of a continuing study to estimate the relative abundance and assess the status of American shad (Alosa sapidissima) stocks in Virginia by monitoring the spawning runs in the James, York and Rappahannock rivers in spring 2023, evaluating hatchery programs, and contributing to coast-wide assessments (ASMFC 2007, ASMFC 2020). Life on a shared island, in particular the island of Ireland (comprising Ireland and Northern Ireland), presents both challenges and opportunities, including for engineers tasked with addressing problems to help solve the SDGs that are indifferent to boundaries. Research demonstrates that (relative to current engineers) the engineer of the future will require a more diverse range of skills to navigate an increasingly complex work environment. Given this context, identification of relevant priority skills would therefore prove useful in focusing engineering educational initiatives.

In response to recent reports and noted issues of prison crowding, NDCS (Nebraska Department of Correctional Services) contracted with NCJR (Nebraska Center for Justice Research) to investigate the impacts of crowding. Going beyond the CSG, CJI, and Master Plan reports (Council of State Governments, 2015; Criminal Justice Institute, 2022; Dewberry, 2023; JFA, 2020), NDCS requested NCJR identify which facilities and populations are impacted greatest via crowding. This report presents the results of striped bass (Morone saxatilis) tagging and monitoring activities in Virginia during the period 1 December 2022 through 30 November 2023. It includes an assessment of the biological characteristics of striped bass taken from the 2023 spring spawning run and estimates of annual survival and fishing mortality based on annual spring tagging. The information contained in this report is required by the Atlantic States Marine Fisheries Commission and is used to implement a coordinated management plan for striped bass in Virginia, and along the eastern seaboard.

This report employs a traditional methodology using American Community Survey data to examine employment, income, and poverty in three neighborhoods in Kalamazoo, Michigan: Eastside, Northside, and Edison. These neighborhoods are studied with an emphasis on eligibility status for the Distressed Area Recompete Pilot Program, administered through the U.S. Economic Development Administration. Eastside residents are unique in that a larger share earn income through wages or employment than do Michigan residents, yet their median income falls below those at the county and state levels in a statistically significant way. Municipalities and the people they serve depend on pipe networks that provide safe drinking water. This piping is underground, out of sight, and often neglected.

Overall assessment of water infrastructure condition is not good. Using the US as an example:

  • In 2009, the American Society of Civil Engineers (ASCE) issued a US report card and gave a D- to drinking water infrastructure.
  • In 2017, the grade improved to a D.
  • In 2021, the grade was raised to a C-, better but still not good.

The Initial Phase of the project (Phase 1), used remote sensing and other data collection to develop a method for determining which waterbodies on the Northern Neck of Virginia need dredging. The analysis included most of the waterbodies in the counties of Lancaster, Northumberland, Richmond, and Westmoreland. From this analysis, 19 waterbodies emerged as potentially needing dredged based on physical parameters and residential and economic usage (Milligan et al., 2023).

In this Feasibility Phase (Phase 2), more detailed site data were collected to provide data to the localities for consideration. These tasks were included in the analysis:

The purpose of this project is to develop a regional dredging program for the localities of the Northern Neck. This report encompasses Phase 1 of the project, which included creating a database of waterbodies in Lancaster, Northumberland, Richmond, and Westmoreland Counties and the Town of Colonial Beach along the Potomac and Rappahannock Rivers and Chesapeake Bay.
