Does New York's Bail Reform Law Impact Recidivism? A Quasi-Experimental Test In The State's Suburban And Upstate Regions, René Ropac

This is the third report in Data Collaborative for Justice's Bail Reform and Recidivism Series. The study builds upon two previous reports examining the impact of bail reform on recidivism in New York City. This study estimated the impact of New York's bail reform on recidivism in the State's suburban and upstate regions. We compared re-arrest rates for people who had bail set or were remanded at arraignment in the first half of 2019 (before bail reform) with similar people who were released without bail in the first half of 2020 (after bail reform).

This builds upon the initial report in the Data Collaborative for Justice's Bail Reform and Recidivism Series - Does New York's Bail Reform Law Impact Recidivism? A Quasi-Experimental Test in New York City. Using controlled-interrupted time series analysis (CITS), this follow-up study estimated effect of New York's initial reform on recidivism in New York City by comparing re-arrest rates between bail-ineligible versus bail-eligible offenses before and after the reforms.

Recently there has been growing concern regarding the staffing challenges that plague the U.S. correctional system. This study examines whether staffing challenges within residential facilities are associated with changes in dynamic risk and the likelihood of reoffending among a sample of serious juvenile offenders returning to the community from residential placement. Using administrative data on 2,022 youth who completed a court-imposed placement, in combination with information drawn from a provider’s human resources database, we employ several analytical techniques to untangle the effects of staffing difficulties on youth outcomes. Each year in the United States, thousands of individuals are released from prisons and must reintegrate into society. Ensuring these individuals obtain adequate employment upon release is key to keeping them from returning to the penal system. This paper examines different social work programs that attempt to secure employment for ex-offenders. This paper reviews the obstacles these programs face and considers how social workers can improve the effectiveness of these programs at preventing recidivism. This report looks at how the academic and practitioner worlds must collaborate to develop an effective, desistance-promoting approach to criminal justice. Interventions need to be desistance-focused and tailored to individual circumstances rather than standardized programming. Interventions should shift away from an emphasis on risk and criminogenic needs and help individuals overcome obstacles to desistance.

Background: With one in every 108 Americans behind bars, the deinstitutionalization of prisons is a pressing issue for all those facing the daunting challenges of successfully reintegrating ex-offenders into both their communities and the larger society.
