Drone Federalism: Civilian Drones And The Things They Carry, Margot E. Kaminski

Civilian drones are scheduled to be permitted in the national airspace as early as 2015. Many think Congress should establish the necessary nationwide regulations to govern both law enforcement and civilian drone use. That thinking, however, is wrong. This Essay suggests drone federalism instead: a state-based approach to privacy regulation that governs drone use by civilians, drawing on states’ experience regulating other forms of civilian-on-civilian surveillance. This approach will allow necessary experimentation in how to best balance privacy concerns against First Amendment rights in the imminent era of drone-use democratization. Data Comm—a text-based controller-pilot communication system—is critical to many NextGen improvements. With Data Comm, communication becomes a visual task. Interacting with a visual Data Comm display may yield an unsafe increase in head-down time, particularly for single-pilot operations. This study examined the feasibility of supplementing Data Comm with synthetic speech. To this end, thirty-two pilots flew two experimental scenarios in a Cessna 172 Flight Training Device. In one scenario, ATC communication was with a text-only Data Comm display, in the other, communication was with a text Data Comm display with synthetic speech that read aloud each message (i.e., text+speech). The Great American Interchange resulted in the mixing of faunistic groups with different origins and evolutionary trajectories that underwent rapid diversification in North and South America. As a result, groups of animals of recent arrival converged into similar habits and formed ecological guilds with some of the endemics. We present a reconstruction of the evolutionary events in Aspidoderidae, a family of nematodes that infect mammals that are part of this interchange, i.e., dasypodids, opossums, and sigmodontine, geomyid, and hystricognath rodents. Seasonal woodland pools contribute significant biomass to terrestrial ecosystems through production of pool-breeding amphibians. The movement of amphibian metamorphs potentially transports toxins bioaccumulated during larval development in the natal pool into the surrounding terrestrial environment. We documented total mercury (THg) in seasonal woodland pool water, sediment, litter, and Lithobates sylvaticus LeConte (Wood Frog) in Acadia National Park, ME. THg concentrations in pool water varied over the study season, increasing during April-June and remaining high in 2 of 4 pools upon October refill. Water in pools surrounded by softwoods had lower pH, greater dissolved organic carbon, and greater THg concentrations than …

In this paper, we discuss what might be termed an action-based learning approach to promoting important pro-environmental actions, such as support for or acceptance of environmental policy. Distribution models are used to predict the likelihood of occurrence or abundance of a species at locations where census data are not available. An integral part of modelling is the testing of model performance. We compared different schemes and measures for testing model performance using 79 species from the North American Breeding Bird Survey. The four testing schemes we compared featured increasing independence between test and training data: resubstitution, random data hold-out and two spatially segregated data hold-out designs. This study explored how electronic submission of course material, intended to deter instances of plagiarism, influenced first-year students’ perceptions of academic dishonesty and reports of cheating behaviour in a large, multi-section basic communication course. Results reveal that electronic submission of course material results in first-year students being less likely to self-report engaging in cheating behaviours and heightens their appreciation and awareness of what constitutes academic dishonesty. Implications for classroom pedagogy, course management, and teacher training are discussed.

We report on follow-up observations of 20 short-duration gamma-ray bursts (GRBs; T90 <2 >s) performed in g'r'i'z' JHKs with the Gamma-Ray Burst Optical Near-Infrared Detector (GROND) between mid-2007 and the end of 2010. This is one of the most compre-hensive data sets on GRB afterglow observations of short bursts published so far. In three cases, GROND was on target within less than 10 min after the trigger, leading to the discovery of the afterglow of GRB 081226A and its faint underlying host galaxy. We report the distribution of 2 species of filarioid nematodes occurring in different hosts in the central region of South America. Molinema boliviensis n. sp. was recorded as a parasite of sigmodontine and echymyid rodents in Bolivia, and Litomosoides esslingeri was recorded in sigmodontine and ctenomyid rodents from Bolivia and Argentina. In October, 2009, the Aircraft Certification Service (AIR) chartered a team to conduct the Manufacturers' Safety Management Systems (MSMS) pilot project. The pilot project began in January, 2011, and encourages voluntary implementation of Safety Management Systems (SMS) among aviation Design and Manufacturing (D&M) organizations in order to allow the FAA to assess how to provide oversight of these systems. Eleven companies representing the breadth of organizations that AIR oversees participated.

The Aerospace Corporation’s Nightglow Imager observed a large step function change in airglow in the form of a traveling front in the OH Meinel (OHM) and O2 atmospheric (O2A) airglow emissions over Alice Springs, Australia, on 2 February 2003. The front exhibited nearly a factor of 2 stepwise increase in the OHM brightness and a stepwise decrease in the O2A brightness. There was significant (~25 K) cooling behind the airglow fronts. Many species of gobiid fishes adhere to surfaces using a sucker formed from fusion of the pelvic fins. Juveniles of many amphidromous species use this pelvic sucker to scale waterfalls during migrations to upstream habitats after an oceanic larval phase. However, adults may still use suckers to re-scale waterfalls if displaced. If attachment force is proportional to sucker area and if growth of the sucker is isometric, then increases in the forces that climbing fish must resist might outpace adhesive capacity, causing climbing performance to decline through ontogeny. This paper is directed to researchers who conduct and report education intervention studies. Its purpose is to stimulate and guide them to go a step beyond reporting the statistics that emerge from their analysis of the differences between experimental groups on the respective outcome variables. With what is often very minimal additional effort, those statistical representations can be translated into forms that allow their magnitude and practical significance to be more readily understood by the practitioners, policymakers, and even other researchers who are interested in the intervention that was evaluated.

This study explored how colleges and universities are employing Twitter, a popular micro-blogging tool. Using Kent and Taylor's principles of dialogic communication, a content analysis was performed on individual tweets (n = 1130) from 113 colleges and universities. Tweets were coded for whether or not they met each principle of dialogical communication and why. It was found that institutions are not employing Twitter in a dialogic way and they are, instead, employing it primarily as an institutional news feed to a general audience. The implications of this finding are discussed.

Europium doped alkaline earth fluoride [Eu:AEF2 (AE = Ca, Sr, Ba)] nanoparticles were synthesized and systematically incorporated into the core of modified chemical vapor deposition (MCVD)-derived silica-based preforms by solution doping. The resulting preforms were examined to determine the impact of the nanoparticles chemistry on the spectroscopic behavior of the glass. The dominant existence of Eu3+ was demonstrated in all preforms, which is in contrast to conventional solution doped preforms employing dissolved europium salts where Eu2+ is primarily observed. Last month, I returned to San Francisco from the first gathering of the previously-only-virtual community connected through the Educating Tomorrow’s Lawyers Initiative (ETL) and website. ETL, through a conference entitled "The Development of Professional Identity in Legal Education," brought together teams from its consortium schools, its ETL fellows, and many other legal education reform advocates.
