Today this Nation has both land-based and sea-based strategic nuclear deterrent forces because we did the necessary research and development in the 1940's and 1950's. This paper is based on the growing recognition of the political impact of the military. The military not only transmits its codes and mores to those who join its ranks, but also attracts people whose images, habits, motives, and values appear to have the greatest chance of fulfillment in the military service. Although the service academies are relatively small institutions1 they produce an overwhelming majority of the officers who attain flag rank. If military plans, policies, and programs are to be wisely formulated, an appreciation of the course that world politics will likely follow is first necessary. This paper attempts to predict the international political atmosphere in which U.S. military forces will operate during the next 15 years. In undertaking such a task we hope that an analysis of this nature may prove to be of value to those military officers engaged in making decisions having long-range implications.

During late 1974 and early 1975, reports appeared in such publications as Time, Newsweek, and Harper's describing in detail how the United States might, in the event of another oil embargo, militarily intervene to seize Arab oilfields in order to ensure access to that essential commodity. The liberal governments of this world have increasingly come to find them• selves attempting to cope with the extraordinary explosion of demands both legitimate and illegitimate-that defines contemporary politics, For most of those who object to this or that policy, dissent takes constitutionally-or at least tacitly-acceptable forms. However, for a small segment of those rejecting not a policy or a particular government, but rather a regime and "established legality"3 itself, the language of dissent is violence and the blunt instrument for its expression is all too often terrorism. 4
