The issue of Native American water rights and the sovereignty of their land on reservations is gaining increasing prominence, making it the focal point of this thesis as an environmental justice concern. Native Americans face disproportionate public health challenges related to water accessibility, contamination, sanitation, outdated infrastructure, and other social determinants of health. The legal framework that governs the coexistence of Native Americans in the United States is rooted in a settler colonial perspective. In this paper, I designed a strategy for implementation of sustainably managing groundwater-surface water interactions in the Santa Rosa Plain Basin in compliance with the requirements set forth by the Sustainable Groundwater Management Act of 2014. This paper looks at how the state of California maintains an aging water system – the California State Water Project (SWP) – that will threaten California’s water supply if further maintained, and concludes that the system faces three major problems that are of concern in 2017 – aging pipes, health hazards, and environmental threats. California uses more groundwater than any other state in the United States in order to meet agricultural demand during the growing season when water is naturally least available due to the state’s Mediterranean climate. The state also hosts populations of anadromous fish that are otherwise found exclusively in the wetter Pacific northwest. Groundwater has historically helped maintain baseflow in the summer and fall low-flow periods and acted as a natural buffer against the regular droughts that occur in California. The use of Acid Mine Drainage (AMD) in the hydraulic fracturing process increases the complexity of a polarizing topic. Many stakeholders see a potential to provide relief to multiple environmental problems while others see it as another threat to the Pennsylvania water supply so many parties depend on.
