The Role Of Public Policy In Skills Development Of Black Workers In The 21st Century, Timothy J. Bartik, Kevin Hollenbeck

This paper discusses the role of public policy in the skills development system of the U.S. It further examines the implications of that policy for the skill development and career progression of black workers. The paper describes the current "system" for skills development in the United States as a two- tiered system: The "first-chance" or conventional system allows individuals to proceed through an extensive public elementary, secondary, and postsecondary educational sector that is supplemented by private educational institutions and is followed by employer-provided job training and work experience. This paper presents findings from a net impact evaluation of the Ohio JOBS Student Retention Program. The JOBS program, a component of the federal Aid to Families with Dependent Children (ADC) program, was required, in all states, for ADC recipients who met certain criteria. The Ohio JSRP was an activity pursued by some JOBS program clients in Ohio to fulfill their responsibilities in order to receive aid. The JSRP was a three-fold support program designed to facilitate entry to and success in programs of study at two-year community or technical colleges. We evaluated this state welfare policy while simultaneously dealing …

Proponents of school reform have argued that charter schools and vouchers can provide adequate market pressure to improve the performance of traditional public schools. While the number of charter schools and student enrollment have burgeoned, relatively little attention has been paid to their effects on student achievement. Proponents of charter schools suggest a direct effect on student achievement through the restructuring of teaching and learning processes and an indirect effect through peer effects on learning and through the market forces of competition. Since their inception in 1991, the number of and the student enrollment in charter school have burgeoned. However, little attention has been paid to their effects on student achievement. Proponents hypothesize direct and indirect positive impacts of charter schools on student achievement. The direct effect is through the restructuring of teaching and learning processes. The indirect effect operates through peer effects on learning and through the market forces of competition. This paper focuses on student achievement in charter schools in Michigan.
