Urban public-private collaborations promoting large-scale tourist events are increasingly common. The incentive to collaborate, for urban policy-makers, is the perception of the opportunity for economic development, and yet little is known about factors contributing to the sustainability of such urban cross-sector collaborations. The dissertation accomplishes three objectives. First, it combines resource dependence theory (RDT) and goal congruence theory (GCT) to extend our understanding of how collaborating organizations align their respective organizational goals and manage their interdependencies in complex, urban, inter-sectoral, environments. Travel and tourism has been recognized as being an important driver of jobs, growth and economic recovery in the United States. Meetings, events and incentive travel contribute $98.7 billion of the direct spending, $15.0 billion in taxes and 859,000 jobs. As a result, destination marketing organizations (DMOs) in the United States are taking advantage of this impact for growth in their destinations. As a destination marketing organization's main job responsibility is to promote their destination to attract visitors, which requires superior marketing strategies to achieve these goals.

This dissertation analyzes how "frontier" discourses in Fort Smith, Arkansas simultaneously constitute mythological narratives that elide the deleterious effects of imperialism, racism, and sexism, while they operate as marketing schemes in the wager that they will attract cultural heritage tourists. The purpose of this study is to analyze the impact that tourism and tourist sites have upon the surrounding communities in New Mexico. It will look specifically at Bandelier National Monument, El Santuario de Chimayo, and the International UFO Museum and Research Center in Roswell. The management of common pool resources and policy conflicts between livestock and wildlife, two land-use types that take place in the same geo-spatial area has been a subject of debate among scholars for decades.
