In this year’s edition of To Walk the Earth in Safety, we highlight the many ways that U.S. conventional weapons destruction assistance promotes post-conflict recovery. For example, our humanitarian demining funding enhances food security by helping to revitalize agricultural fields in countries like Sri Lanka and Vietnam. This funding is especially critical in Sri Lanka where more than 6 million people—nearly 30 percent of the population—are currently food-insecure. In Vietnam, our commitment to promoting agricultural security is a key component to successful post-conflict recovery, even decades after war ended.

For the first time in the thirty years of mine action in Afghanistan, as part of an initiative of the United Nations Mine Action Service (UNMAS), in June 2018 a mixed-gender demining team was deployed by the Danish Demining Group (DRC-DDG) to clear landmines in Bamyan Province, in the central highlands of the country. A minefield was successfully cleared in six months. • In the 10 years since the entry into force of the Convention on Cluster Munitions (CCM) in 2020, a total of more than 766 square kilometres of cluster munition-contaminated area has been cleared. Clearing The Mines 2020: A Report By Mine Action Review For The Eighteenth Meeting Of States Parties To The Anti-Personnel Mine Ban Convention, Mine Action Review

• In 2019, a global total of more than 131 square kilometers was cleared of anti-personnel mines, with more than 96% of recorded clearance occurring in States Parties to the APMBC. However, this total is a marked decrease on output in 2018 of more than 155 square kilometers, and was the lowest recorded clearance globally for more than ten years. The true total area of clearance is probably considerably greater, but data recording and reporting problems prevent accurate reporting of a higher figure, in addition to a lack of transparency by several States not party.

This review examines promising new technologies and methodologies used for the delivery and monitoring of risk education interventions in response to three key challenges: risk education for improvised explosive devices, in urban complex environments, and in areas with limited to no accessibility. This report outlines the key findings of the study looking at the socioeconomic impact of employing female deminers in Sri Lanka. 10 years after the first clearance operations in Sri Lanka, hundreds of Sri Lankan women and men are now employed in the Northern and Eastern parts of the country. The key findings highlight how employment has transformed female and male deminers’ capacity to access and own resources and services, as well as changes in female deminers’ decision-making capacities, how they perceive themselves, and shifts in their families’ and community members’ attitudes towards gender norms.

Who participates in multilateral disarmament meetings? Building on recent studies, this report investigates patterns of participation in disarmament, non-proliferation and arms control forums. In addition to overall levels of participation, we look at two indicators in particular – the gender balance of meeting delegations and the development status of the states these diplomats represent. We also examine the link between those two indicators: to what extent gender balance of diplomatic forums is associated with the socioeconomic composition of the group.

UNMAS colleagues in the field and at Headquarters drew on their reserves of resilience and empathy to deliver life-saving programmes with innovative approaches - such as the early inclusion of COVID messaging in risk education campaigns. • Support government and national mine action entities with managing, regulating, and coordinating a mine action response through Technical Support (TS) initiatives;

The dramatic rise in the number of civilian casualties from explosive ordnance (EO) since 2013 has triggered a debate in the mine action (MA) sector about the effectiveness of explosive ordnance risk education (EORE) (often shortened to risk education – RE). This rapid appraisal of EORE approaches, capacity, coordination and resources examines how the EORE sector is responding to new and emerging EO threats and violent operating environments to identify EORE good practices and potential needs. This report, based on document review and interviews with MA stakeholders conducted between mid-May and mid-June 2019, summarizes the research findings.
