The water mills of New Mexico played a major role in the agricultural economy of the Río Arriba for centuries following the introduction of wheat from the Old World to the Americas. Wheat, in its ground form as flour, was a staple during the Spanish colonial period. To process raw wheat, local grist mills (molinos) were essential infrastructure as were the aceq uias (ditches) that powered them. Situated near the banks of rivers, the internal components of each mill were driven by the gravity force of water from an acequia, itself diverted from the river. Researchers have documented …

In the United States, Black cultural expressions of democratic life that operate within specific historical-local contexts, yet reflect a shared set of sociocultural mores, have been historically crowded out of the law and policymaking process. Instead of democratic cultural discourse occurring within an open and neutral marketplace of ideas, the discursive production and consumption of democratic culture in American politics has been rivalrous. Such rivalry too often enables dominant White supremacist cultural beliefs, values, and practices to exercise their hegemony upon law’s production and meaning. The result has been tragedy for politically disempowered and socioeconomically excluded communities.

Construction with freeboard—vertical height of a structure above the minimum required—is commonly accepted as a sound investment for flood hazard mitigation. However, determining the optimal height of freeboard poses a major decision problem. This research introduces a life-cycle benefit-cost analysis (LCBCA) approach for optimizing freeboard height for a new, single-family residence, while incorporating uncertainty, and, in the case of insured homes, considering the costs from losses, insurance, and freeboard (if any) to the homeowner and National Flood Insurance Program (NFIP) separately. The high uptake of COVID-19 vaccines is one of the most promising measures to control the pandemic. However, some African American (AA) communities exhibit vaccination hesitancy due to mis- or disinformation. It is important to understand the challenges in accessing reliable COVID-19 vaccine information and to develop feasible health communication interventions based on voices from AA communities. Despite progress in documenting the outcomes of Community Health Worker interventions, the lack of standardized measures to assess CHW practice has made it difficult for programs to conduct reliable evaluations, and impossible to aggregate data across programs and regions, impeding commitment to sustainable, long-term financing of CHW programs. The Boko Haram insurgency in northeast Nigeria is responsible for the highest number of lives lost in Africa in the past decade. The country has witnessed significant violations of the United Nations Convention on the Rights of the Child, which Nigeria has signed and ratified. For instance, Nigeria had the second-highest number of children recruited to armed groups and the third-highest number of abductions in 2018. Current humanitarian efforts primarily target camps for internally displaced persons, while state strategies focus mainly on addressing security through combatant-targeted interventions. During their lifecycle, wind turbines can be subjected to multiple hazard loads, such as high-intensity wind, earthquake, wave, and mechanical unbalance. Excessive vibrations, due to these loads, can have detrimental effects on energy production, structural lifecycle, and the initial cost of wind turbines. Vibration control by various means, such as passive, active, and semi-active control systems provide crucial solutions to these issues. We developed a novel control theory that enables semi-active controller tuning under the complex structural behavior and inherent system nonlinearity. Residents of low-income, metropolitan communities across the United States frequently live in “food apartheid” neighborhoods—areas with limited access to nutrient-rich and fresh food. Local government law scholars, poverty law scholars, and political theorists have long argued that structural racism embedded in America’s political economy influences the uneven development of such Black urban ecologies. The NIH-funded Research Centers in Minority Institutions (RCMI) program is currently funding 18 academic institutions to strengthen the research environment and contribution to health disparities research. The purpose of this multiphase mixed-methods study was to establish a uniform evaluation framework for demonstrating the collective success of this research consortium. Methods included discussions of aims and logic models at the RCMI Evaluators’ Workshop, a literature review to inform an evaluation conceptual framework, and a case study survey to obtain evaluation-related information and metrics. The electromagnetic characteristics of the soil are discussed in this chapter. The characteristics of porous bedrock, soil medium, and impacts of rain attenuations are also presented. The models of dielectric soil properties are studied with a rigorous focus on the constitutive parameters of subsurface soil medium. Moreover, the permittivity and wavenumber in soil are explained. In addition, the frequency-dependent dielectric properties such as dispersion in soil, absorption characteristic, and penetration depth versus frequency are reviewed. Furthermore, the effective permittivity of soil–water mixture for through-the soil-propagation mechanism is analyzed thoroughly.

The UG channel bandwidth and capacity are vital parameters in wireless underground communication system design. In this chapter, a comprehensive analysis of the wireless underground channel capacity is presented. The impact of soil on return loss, bandwidth, and path loss is discussed. The results of underground multi-carrier modulation capacity are also outlined. Moreover, the single user capacity and multi-carrier capacity are also introduced with an in-depth treatment of soil texture, soil moisture, and distance effects on channel capacity. Finally, the chapter is concluded with a discussion of challenges and open research issues.

The soil moisture and permittivity estimation is vital for the success of the variable rate approaches in the field of the decision agriculture. In this chapter, the development of a novel permittivity estimation and soil moisture sensing approach is presented. The empirical setup and experimental methodology for the power delay measurements used in model are introduced. Moreover, the performance analysis is explained that includes the model validation and error analysis. The transfer functions are reported as well for soil moisture and permittivity estimation. In this chapter, the variable rate applications (VRA) are presented for the field of decision agriculture. The characteristics of VRA control systems are described along with control hardware. Different types of VRA systems are discussed (e.g., liquid VRA systems and dry VRA systems). A case study is also explored in this regard. Moreover, recent advances and future trends are also outlined. Accordingly, a sustainable variable-rate irrigation scheduling is studied where different hardware and software component of the cyber-physical system are considered. Neighborhood effects, or the development of community by neighborhoods, are often studied in an urban context. Previous research has neglected to examine the influence of neighborhoods in nonurban settings. Our case study, however, contributes to the existing literature as it takes place in a small, rural-to-urban town at an important point in time where the town was urbanizing. We find that neighborhood effects also influence community satisfaction and attachment in Creekdale, an urbanizing town.
