Nova Scotia is the only province in Canada to use the gas tax as a financial incentive to create a regulatory mandate for ‘Municipal Climate Change Action Plans’ (MCCAPs). The MCCAP adaptation policy mandate initiated and enabled climate change vulnerability assessment and the development of climate risk priorities and adaptation plans to uniformly occur at the local scale in 53 Nova Scotian municipalities. This dissertation seeks to answer the question: What are the social factors that impacted municipal climate change adaptation policy and planning processes in the multi-level governance context of Nova Scotia’s MCCAP?

From Lion to Leaf is a study of the evacuation of British children to Canada in the Second World War. While European refugee children were excluded purposely from Canada, Canadians anxiously called for Britain to send her children as a display of philanthropic, patriotic, imperial, and wartime sentiment. Yet overseas evacuation is often overshadowed, in both the historiography and social memory of the war, by Britain’s domestic evacuation. Municipal associations carry out two core functions – advocacy and providing member services. How associations prioritize and perform these functions is largely unclear. This dissertation explores how membership composition affects their activities. Canada’s 18 provincial level municipal associations all provide advocacy and services for their members, but there are considerable differences within their memberships. Some associations represent all municipalities within a province while others are divided along linguistic, regional, or rural/urban lines. In addition, the municipalities they represent can vary by size, legal type, region, ethnicity/language, and rural/urban character. This dissertation examines voluntary mobilization during the First World War to understand why communities on the social and geographical periphery of the British Empire mobilized themselves so enthusiastically to support a distant war, fought for adistant empire. Lacking a strong state apparatus or a military-industrial complex, the governments of Australia, Canada, and New Zealand relied on voluntary contributions to sustain their war efforts. Community-based voluntary societies knitted socks, raised funds to purchase military equipment, and formed contingents of soldiers. Regional frequency analysis (RFA) is used to obtain reliable estimates of local precipitation events for a variety of applications in water resources engineering. The focus of the presented research is on an initial step of the RFA process; that is the formation of precipitation regions (also referred to as regionalization). The aim of this study is to dissect the regionalization procedure into its individual components that require subjective user input, and to evaluate their respective influences on the results.
