This dissertation traces the economy of documents representing literacy for college readiness through an analysis of the interplay of literacy theory, literacy policy, and policy documentation. Specifically, this dissertation examines how college-level literacy is defined in Kentucky through a network of related documents. With Latour’s Actor-Network Theory serving as a theoretical frame, this dissertation tracks not only the vast and interconnected system of compositions operating as articulations of college-level literacy but also the presence (or absence) of rhetoric and composition’s compositions within the network of relations defining literacy for college readiness. However, few researchers have studied the effects on individuals from transitioning into the role. Likewise, there is limited research examining the professional development process of early career peer support specialists. Findings in political science suggest that negative emotions play a significant role in our understanding of 1) which factors affect our political attitudes (e.g. Brader 2006) and 2) which factors motivate our political behavior (e.g. Lamprianou and Ellinas 2019; Miller 2011). This study examined the perceived quality of end-of-life healthcare in Tennessee, areas that are in need of improvement, policies that have the potential to influence improvements, and the role of politics in end-of-life healthcare policy. This study analyzes policy-oriented approaches to addressing poverty on a municipal, provincial, and national level. Pairing the Foucauldian governmentality framework with the new sociology of childhood, I explore how neoliberal subjectivities are reinforced through Poverty Reduction Strategies, and how the public has come to accept the Poverty Reduction Strategies as progressive, virtuous, and best practice. Using a genealogical approach and discourse analysis, I orient the strategies among previous techniques of poverty reduction to demonstrate that they are a product of their history and have been legitimized over time. Northern Shrimp (Pandalus borealis) once supported a key commercial fishery in the State of Maine. Since its closure in 2013, the stock has remained in a particularly vulnerable state following recruitment failure, overfishing, and rising water temperatures. Furthermore, without this source of supplemental income, local fishermen have also experienced financial stress following unstable fishing conditions in other fisheries. More students with disabilities are present on higher education campuses. This study examines enacted legislation of the 50 United States throughout an 11-year period of students with disabilities in higher education. Racialization of disability and representation in states’ legislation is examined. As the student body expands on higher education campuses, diversity comprehensively racially, ethnically and culturally grows. Opioid overdose deaths have quadrupled since 1999. Georgia is one of 35 states with a significant increase in drug overdose deaths from 2013 – 2017, with deaths increasing by 70% during 2010-2018. Many states, including Georgia, have implemented naloxone standing orders to remove barriers to access to naloxone, an opioid overdose reversal drug that reverses opioid overdose symptoms. However, it is still not readily available in places where it is most needed. This research investigates naloxone availability in Georgia 44 months after the implementation of a statewide standing order. School shootings have become prominent throughout the Unites States. This is an issue not only in primary schools but also in postsecondary educational institutions. The states of Utah and Colorado passed laws allowing students to carry guns on publicly funded college and university campuses. In 2015, the Texas legislature also proposed a similar campus carry law, which was not passed in 2015. In 2016, when the Texas 84th Legislature made a second attempt, the law was passed. With the passage of this law by the Texas state legislature, a 21-year-old was now allowed to carry a concealed handgun on campus. …

This research project studied agencies within local and state levels through their official policies in order to establish a comdefinition of ILP while establishing themes that link the predominate policing methodologies together. A definition could not be generated based on the data analyzed. This thesis explores the inter-disciplinary space that lies between fisheries management and stock conservation, resource extraction and economic return at the individual producer level, balanced with societal welfare. It considers policy implications in support of changing marine ecosystems and considers the values of the Maine lobster communities, which depend on it. We conducted a comprehensive lobster industry survey to assess costs and effort expended at the producer level for a representative fishing year, and establish a series of production function performance baselines for future comparison. This dissertation analyzes the pattern of deployment of wind power across the United States, focusing on the influence of wind resources, incentives/supportive government and governance policies, supportive/confounding infrastructures, and economic factors. The effects of these factors are considered for 35 states from the year 2001 to 2012. Effects are estimated using fixed effects regression models, forward step-wise between modeling, and lead-lag models. The results indicate that demand, electrical transmission availability, and complementary generation assets, as well as the import-export of electricity are important factors in determining where wind energy deployment occurs. Using multiple regression analysis, this study analyzes the impact of state-level adolescent reproductive health statutes on rates of teenage pregnancy, birth and abortion rates. This study also analyzes the impact that adolescent reproductive health policy outputs have had on teenage pregnancy outcomes between 1992 and 2008, and the disparate impact of policies on minority teens. While some preventive adolescent reproductive health policies are found to impact teen pregnancy outcomes, most research findings pertain to the impact of abortion policy. Restrictions on minors' access to confidential prenatal care are associated with reduced rates of teen abortion while restricting access to contraceptive …
