Rural community colleges are uniquely situated to physically and subtly embed educational imprints into the everyday lives of local people. This reflective article explores how the everyday characteristics of American college towns offer a potential road map for rural community colleges to structure educational imprints into the lifeblood of local towns. This road map is in service of building cultural ecosystems to positively shape the educational trajectories of local people in rural places. The Whole Child Initiative (WCI) is a decade-long blueprint for sustainable and comprehensive community-wide change. To be successful, community-wide sustainable change must embrace a common vision, language, and common experiences to bridge the contrasting community structures, environments, and scopes of work. The Whole Child Initiative uses data, shared goals, and aligned supports ensure that every youth is safe, supported, engaged, healthy, and challenged in the community-at-large. We make the case that a population health or public health approach is needed to sustainable change in communities and the WCI model is described. Transitioning To Performance-Based State Funding: Concerns, Commitment, And Cautious Optimism, Lindsay K. Wayt, Barbara Y. Lacost

The introduction of performance-based state funding of higher education can be traced to the late 1970s. Early forms, referred to as Performance Funding 1.0, provided higher education institutions with bonuses, in addition to regular state funding, when they met certain state-defined outcomes. More recent forms, referred to as Performance Funding 2.0, have eliminated bonuses, and regular state funding has been replaced, in part or completely, with funding tied to achievement of state-defined performance goals, which often include student outcomes, like graduation and retention rates.
