Postsecondary college education (PSCE) services are a rehabilitative program that offers adults in custody (AICs) the opportunity to earn a college degree while incarcerated. Research has shown that AICs participating in PSCE services reduce the likelihood of future incarceration as well as higher self-esteem and confidence levels. In 2015, President Obama’s Second Chance Pell Pilot program reinstated federal financial aid for AICs to access PSCE services. Although the Second Chance Pell Pilot program has continued to grow since then, little research has been done on public perceptions toward prison Pell Grants.

This thesis offers a way of reading texts for their utopian aims, a term I use to analyze utopian themes and ideas in a text while keeping the focus on practicality. Reading a text for its utopian aims discovers what a text hopes for but always reflects on how those hopes serve the here and now of the author and the reader. This thesis examines the prioritization of human development through governmental policies. Education and gender equality are two of the most fundamental indicators of human development that have far reaching impacts on other human development indicators. This thesis uses the case studies of Ghana and Pakistan to compare and contrast how each respective government has prioritized different aspects of human development and the impact it has had on their country as well as their security. Alternative high schools serve some of the most vulnerable students and their programs present a significant challenge to evaluate. Determining the impact of an alternative high school that serves mostly at-risk students presented a significant research problem. Few studies exist that dig deeper into the characteristics and strategies of successful alternative schooling. Moreover valid program evaluation methods to identify successful alternative school practices are hit and miss. This study seeks to explore the lived experience of competitors in high school level Oregon Style Cross-Examination Policy Debate in the state of Oregon. To elucidate this experience, between fifteen former competitors, graduating between 2003 and 2010, were interviewed in order to find common themes within the interviewees' experiences. The common themes that emerged from the interviews included establishing a knowledge base, the ability to research, effective use of communication skills, the development of confidence, and political awareness.
