Large-scale tax reform have such a pervasive impact on political and economic relationships within a society that they may be considered as a form of constitutional change.;The thesis examines the concept of the economic constitution as applied to the Canadian income and sales tax systems during the 1970s and 1980s. It analyzes the institutions, ideas and interests which shaped comprehensive tax reform proposals by Canadian Finance Ministers in 1981 and 1987-88, and compares it with piecemeal approaches to tax reform during this era. This study examines the uses of televised political advertisements in campaign strategies in the United States and Canada. Two case studies--the Michigan gubernatorial election of 1994 and the Ontario provincial general election of 1995--serve as a basis for comparing the uses of televised political advertising in both countries.;Political strategists in Michigan and Ontario follow "meta-advertising strategies"--that is, television advertising which translates issues into symbols in order to build images. Issues are used in television advertising for five distinct purposes: (1) assigning blame (issue-blaming); (2) making accusations (issue-accusing); (3) claiming credit (issue-crediting); (4) mentioning the salience of an issue (issue-mentioning); (5) …

This thesis is about grassroots participation in Canadian political parties.;The thesis identifies and examines tensions between two views of public decision-making. Traditionally, Canadian politics have been described as brokerage and consociational. Increasingly, however, voters are rejecting these elite-dominated processes and demanding increased opportunity for direct, effective participation. Some favoured methods of increased participation, however, lack the collective processes traditionally believed necessary to build consensus among Canada's strong regional and linguistic cleavages. The purpose of this thesis is to show that unchecked local development policies do not necessarily secure financial benefits to the local ratepayer and that they can pose a threat to the long-term well-being of communities. Yet local policy-makers are often unaware of this or unwilling to accept it. The theoretical review tries to explain the divorce between policy analysis and political behaviour. It shows how local government is constrained by political structures and processes which often result in an indiscriminate and costly approach to development policies as well as a deficient practice of fiscal impact analysis. To what extent can liberal theory account for community without compromising its core value, that of autonomy? And, by extension, can a liberal framework of rights properly integrate claims to the promotion of community, say a linguistic community? Part of the answer rests on an interpretation of liberalism which would accommodate community and valid claims to communal goods such as language. Various attempts to offer such an interpretation, however, are constrained by normative claims about the primacy of autonomy, or yet are founded on shaky propositions about the moral status of community. The thesis examines the proposition that the emergence and growth of local government unionism in Ontario, during the period 1935 to 1963, can be explained in terms of the hypothesized relationships identified in the aggregate union growth literature. Developments in both general municipal employment and the municipal utilities (hydro-electric power, urban transit and water works) are addressed. Specifically, the significance of trends in local government employment, unemployment and labour force composition are explored. This is followed by a detailed examination of local government compensation. The relevance of existing labour relations policy for local government unionism is then assessed. Finally, the …

The dissertation explores Martin Buber's conception of Jewish nationhood, in particular his idea of "regeneration", which, applied to Israel, involves as much divine and universal dimensions as it involves secular and particular dimensions, such as the biblical idea of cosmic mission and chosen nationhood, on the one hand, and return to labour on the land and the formation of communal socialism, on the other. Chapters I-VII discuss this attempted synthesis. Beyond Virtue And Honour: Montesquieu And The Problem Of England In The "Spirit Of The Laws", Donald Anton Desserud

This thesis attempts to resolve the problematic nature of Montesquieu's analysis of the English constitution. It is argued that in the Spirit of the Laws Montesquieu presents England as a mixed regime composed of republican and monarchical elements. Further, England is able to protect the liberty of its citizens from unwarranted intrusions into their private lives by governments, and permits them to pursue a natural desire for commercial activity. England is able to avoid corruption, or at least the effects of corruption, by limiting government power, and by nurturing the interests of the citizens in participating in politics. This thesis, based mainly on provincial and federal government and Hydro-Electric Power Commission of Ontario (HEPC) records, seeks to show how electricity was provided to the rural residents of Ontario. The first rural customers were added to the Commission's lines in 1912, and Hydro's engineers spent several years thereafter devising new applications of electricity for farm residents. Hydro tried, moreover, to create a rural rate schedule that conformed with its dictum of providing "power at cost on an equal basis to all." In the mid-1960s, British political scientists claimed that their society was free of significant regional division. Their analysis was based on the theory of political and social diffusion originally put forward by Marx. However, electoral success for nationalist parties in Scotland and Wales in the late 1960s cast doubt on this theory. In response, two theories were put forward ascribing this nationalist phenomenon to economic causes. Michael Hechter argued that nationalism in Scotland and Wales was due to resentment caused by the existence of economic disparities between both countries and England. Provincial Restructuring Of Municipal Government: A Comparative Analysis Of New Brunswick And Nova Scotia, Harley Louis D'Entremont

During the past twenty years, both Nova Scotia and New Brunswick established Royal Commissions which recommended large-scale reform in provincial-muncipal relations. The New Brunswick government implemented most of the reforms proposed whereas the Nova Scotia government did not. The different outcomes in the two provinces can be explained by focusing on certain characteristics of each province's decision-making structures and patterns of demand articulation, using Salisbury's approach.;This study shows that the theoretical elements contained in Salisbury's model are useful for the study of public policy, although refinements had to be made. The purpose of this study is to outline and analyze the process leading to the signing of regional development agreements between the federal Department of Regional Economic Expansion (DREE) and the provinces of Saskatchewan and British Columbia. The agreements were signed as subsidiary to General Development Agreements (GDAs) entered into with each of the provinces. The origin, character, and purpose of his thoughts on religion have been misunderstood by scholars in the past. The concept of representative bureaucracy is used in this study to understand the reasons for the development of Eskimo housing programmes in Canada between 1954 and 1965 and to evaluate their effectiveness.;The study argues that, in the absence of the Canadian federal public service's taking an advocacy/representative position vis a vis Canada's Eskimo peoples, the historic government policy of doing little for northerners would likely have continued.
