The proposed Dickey-Lincoln School Lakes Project in northern Maine is a multipurpose installation on the St.John River. The combination hydroelectric power and flood control project is located in Aroostook County, Maine, near the Canadian border. The two proposed earth fill dams located at Dickey are 10,200 feet in length with a maximum height of 335 feet. They would impound 7.7 million acre feet of water at a maximum pool elevation 910 feet mean sea level. A second earth filled dam located 11 miles downstream at Lincoln School would serve as a regulatory dam. It would be 2100 feet in lenqth, …

Dickey-Lincoln School Lakes Project

The proposed plan is comprised of three major segments: terrestrial, fisheries and endangered species. Each segment is essentially a self-contained unit. All costs for the three segments including land acquisition, operation and maintenance and capital equipment, are to be charged to the project and allocated to the project purposes of hydroelectric generation and flood control.

The purpose of this Draft Supplement (SDEIS) to the Revised Draft Environmental Impact Statement (RDEIS) is to evaluate the environmental impacts of the Fish and Wildlife Mitigation Plan proposed for Implementation in conjunction with development of the Dickey-Lincoln School Lakes Project, Maine (Appendix K, RDEIS and Attachment 1 of the Report). Although the mitigation plan is intended to mitigate rather than impose adverse environmental impacts, the mitigation measures proposed do constitute a major Federal action requiring the development of a supplemental environmental impact statement pursuant to the National Environmental Policy Act of 1969.

Electric energy generated by the facility would be introduced into the New England Power Pool system through construction of new transmission lines across northern Maine, New Hampshire, and Vermont.

Responsibility for investigation and construction rests in the two Federal agencies, i.e. dams and reservoirs in the U.S. Army Corps of Engineers and transmission lines in the U.S. Department of Energy (DOE). The Dickey-Lincoln School damsites are less than 50 miles from an area along the St. Lawrence River which has experienced some of the most severe earthquakes in North America. A geological and seismological investigation was made of the region in order to determine the hazards from earthquakes at the damsites. No active faults were found in the general area of the damsites. The source area of potentially severe earthquakes was found to be restricted to a narrow band that follows the St. Lawrence River. This design memorandum presents the results of several studies undertaken to provide an understanding of present and potential future water quality conditions within and downstream from Dickey and Lincoln School Lakes in accordance with the requirements of ETL 1110-2-1402, dated 12 November 1976. Included are an examination of baseline water quality conditions and the findings of qualitative and quantitative predictive analyses performed to evaluate water quality conditions during all phases of the project's lifetime. This document will also serve as a reference for the water quality portions of the project Environmental Impact Statement.

This draft EIS address the impacts of the dams and appurtenant structures. The marketing and transmission of power from Federal projects are the statutory responsibility of the Department of the Interior. Accordingly, they are conducting transmission line studies in the preparation of a draft EIS. The draft EIS for transmission line and marketing is scheduled to be submitted to the Council on Environmental Quality in February 1978. Both drafts will be combined and submitted as a Final Environmental Impact Statement in August 1978.

The overall project area can be described as a very quiet natural area remote from any major industrial activity, but subject to high traffic noise levels along the main road. Noise sensitive areas consist of low density residential areas in the villages and widely spaced residences along the main road. The estimated yearly average Ldn for all noise sensitive areas 1s 60 dB due to the close proximity of traffic to all residences. The yearly average Ldn decreases to 40 dB at 600 ft from the main road, and to 30 dB 1n the timberland areas.

A federal plan or project such as Dickey-Lincoln should take into account its effect upon man's health, safety, welfare and economic well-being, as well as effects upon the surrounding environment. In particular, this project was aimed at determining the acreage of deer wintering habitat that would be directly lost due to the impoundment. In addition, the distribution of deer wintering habitat in the surrounding area was evaluated to give a regional perspective.

This introduction of the St. John River watershed is situated in a transitional zone between the Boreal Forest Formation and the Eastern Deciduous Forest Formation. Second-growth forests representative of these two ecosystems cover extensive areas of the project site. The boreal forest forms a broad transcontinental belt in northern North America and Eurasia, with southern montane extensions. This northern forest is characterized by evergreen, coniferous trees, predominately spruce-fir The eastern deciduous forest, composed of broad-leaved hardwoods, extends throughout the eastern United States except Florida (Dasmann, 1968; Oosting, 1956).

This section, on the development of the spillway design flood (SDF) for the Dickey project, describes the hydrologic criteria used and analysis performed in determining the SDF and the results of routing the flood through the reservoir in order to establish surcharge-length relations for the spillway at Dickey Dam.
