This capstone is a photo essay documenting the experiences of a few recreational cannabis dispensary applicants. These stores will be some of the first legal dispensaries in NYS and owned by those once arrested for cannabis-- and their families. Photography, text, and videography are incorporated in the project.

Almost a year-and-a-half after New York legalized recreational marijuana, state officials and other industry insiders praise what they view as the country's most socially equitable cannabis industry. But as New York prepares to launch its legal retail dispensary program, rollout details remain murky. The state also faces challenges with the legal industry’s most significant obstacle: illicit sales. If the state doesn’t deliver an equitable and robust market, New York risks winding up with a sputtering legal industry that could cause harm to the very people and communities it intends to lift up.

This project is the final product of my Social Journalism practicum at the Craig Newmark Graduate School of Journalism. For the program, I focused on Black and brown cannabis consumers, especially Black women. I particularly examined the weed industry as it pertains to diversity, inclusiveness, and social equity. I discuss how I researched, reported, created content, and cultivated community within cannabis using engagement journalism for this project. I also examined my goals to entertain, educate, engage people with cannabis stories and visuals, and change weed stigmas in Black communities. Locked Out: Thanks to State Policies, Minorities Are Being Left Behind by the Cannabis Industry

Social justice provisions in states with legal cannabis usually include a percentage of business licenses for minorities and expungements for those formerly incarcerated for cannabis possession so they can participate in the industry. But that isn’t enough for minority communities to successfully start cannabis businesses. Expensive start-up and operation costs, competition from corporate cannabis, lack of banking services for the industry, and fear stemming from decades of over-policing for cannabis use continue to be major roadblocks.
