Why Y? Reflections On The Baucus Proposal, Reuven S. Avi-Yonah
Articles
The international tax reform proposal introduced by Sen. Max Baucus, D-Mont., on November 19 contains several significant innovations that promise to define the terms of the debate for the foreseeable political future. (Prior coverage: Tax Notes Int’l, Nov. 25, 2013, p. 691.) It is therefore worth examining in detail even if it seems unlikely that progress toward meaningful reform can be achieved very soon.

Creating, Sharing And Reusing Learning Objects To Enhance Information Literacy, Philip Russell, Gerard Ryder, Gillian Kerins, Margaret Phelan
Articles
From June 2010 until the present, a suite of online reusable learning objects (RLOs) has been created by staff at the Technological University Dublin (ITT Dublin) library covering a range of information literacy (IL) competencies. These RLOs have helped to facilitate student transition from second to third level, advance IL and enrich the student learning experience. The purpose of this paper is to outline the development of these RLOs and how the resources have been shared, reused and repurposed to enhance IL progression. A review of recent literature explores some of the key issues around the creation of digital learning …
A Guide To Testing A Proportion When There May Be Misclassifications, David L. Farnsworth, Jonathan R. Bradley
A Guide To Testing A Proportion When There May Be Misclassifications, David L. Farnsworth, Jonathan R. Bradley
Articles
Ignoring possible misclassifications when testing for a proportion can lead to erroneous decisions. A statistical test is described that incorporates misclassification rates into the analysis. Easily checked safeguards that ensure that the test is appropriate are given. Additionally, the test provides a procedure when the hypothesis stipulates that the proportion is zero. Applications of the test are illustrated with examples which show that it is practical. Comprehensive guidance is supplied for the practitioner.
Benefits Of Video Presentations In Product Design, Alex Lobos
Benefits Of Video Presentations In Product Design, Alex Lobos

Product Design uses a human-centered process to develop solutions that solve unmet user needs. Because of the sequential nature of this activity, final designs are often presented in printed process books or digital slideshows, which visually communicate the development of the solution from start to finish rather than focusing just on the final result. Storytelling is a key element to consider when creating these process books in order to communicate the design solution as well as where it came from. An alternative to these presentations is the use of short videos, which offer the advantage of communicating the design process …
Understanding The Attitude-Behavior Gap For Renewable Energy Systems Using Behavioral Reasoning Theory, Aidan O'Driscoll, Marius Claudy, Mark Peterson
Understanding The Attitude-Behavior Gap For Renewable Energy Systems Using Behavioral Reasoning Theory, Aidan O'Driscoll, Marius Claudy, Mark Peterson
Articles
Consumer adoption of renewable energies is an important step towards less carbon-intensive and more sustainable energy systems. But despite growing ecological awareness and articulated preferences for green products, renewable energies face slow rates of diffusion in consumer markets. This has been hard to explain given consumers’ favorability to the concept of products that lower one’s impact on the natural environment. This study uses data from 254 homeowners in Ireland to investigate the psychological process of adopting a renewable energy system – solar energy panels. Applying Behavioral Reasoning Theory (BRT), this research examines a proposed model in which reasons both for …

Respiratory infections with Burkholderia cepacia complex (Bcc) bacteria in cystic fibrosis (CF) are associated with a worse prognosis and increased risk of death. In this work, we assessed the virulence potential of three B. cenocepacia clonal isolates obtained from a CF patient between the onset of infection (isolate IST439) and before death with cepacia syndrome 3.5 years later (isolate IST4113 followed by IST4134), based on their ability to invade epithelial cells and compromise epithelial monolayer integrity. The two clonal isolates retrieved during late-stage disease were significantly more virulent than IST439. Proteomic profiling by 2-D DIGE of the last isolate recovered …

Alien grass invasions in arid and semi-arid ecosystems are resulting in grass–fire cycles and ecosystem-level transformations that severely diminish ecosystem services. Our capacity to address the rapid and complex changes occurring in these ecosystems can be enhanced by developing an understanding of the environmental factors and ecosystem attributes that determine resilience of native ecosystems to stress and disturbance, and resistance to invasion. Cold desert shrublands occur over strong environmental gradients and exhibit significant differences in resilience and resistance. They provide an excellent opportunity to increase our understanding of these concepts. Herein, we examine a series of linked questions about (a) …

Pathologies In International Policy Transfer: The Case Of The Oecd Tax Transparency Initiative, Richard Eccleston, Richard Woodward
Pathologies In International Policy Transfer: The Case Of The Oecd Tax Transparency Initiative, Richard Eccleston, Richard Woodward
Articles
The importance of international organizations to the development and diffusion of international policy norms is widely recognized but is increasingly tempered by an appreciation of the pathologies of policy transfer. Using a case study of the OECD’s campaign to promote transparency in global tax affairs, this paper identifies a new and relatively distinctive form of dysfunctional policy transfer. Specifically it argues that international organizations face bureaucratic incentives to promote weak or lowest common denominator standards in order to maximize their prospects of brokering successful international agreements. However the paper also notes that while international organizations may have a short-term interest …

Casein, b-lactoglobulin and a-lactalbumin are major milk protein allergens. The objective of this study was to investigate the effect of high intensity ultrasound, nonthermal atmospheric plasma and UV-C light treatments in reducing the allergenicity of isolated major milk proteins. SDS-PAGE results for ultrasound and plasma treatments showed no noticeable change in gel band intensities for a-casein, b-lactoglobulin and a-lactalbumin, indicating no change in protein concentration. Ci-ELISA analysis showed that there was no significant difference (p > 0.05) in IgE binding values for control and treated samples in ultrasound and plasma treatment conditions tested in this study. UV-C treatment for 15 min …

The Behavior Of Normality When Iteratively Finding The Normal To A Line In An Lp Geometry, David L. Farnsworth, Joshua M. Fitzhugh
Articles
The normal direction to the normal direction to a line in Minkowski geometries generally does not give the original line. We show that in lp geometries with p > 1 repeatedly finding the normal line through the origin gives sequences of lines that monotonically approach specific lines of symmetry of the unit circle. Which lines of symmetry that are approached depends upon the value of p and the slope of the initial line.

Burkholderia cepacia complex (Bcc) is an opportunistic bacterial pathogen that causes chronic infections in people with cystic fibrosis (CF). It is a highly antibiotic resistant organism and Bcc infections are rarely cleared from patients, once they are colonized. The two most clinically relevant species within Bcc are Burkholderia cenocepacia and Burkholderia multivorans. The virulence of these pathogens has not been fully elucidated and the virulence proteins expressed during human infection have not been identified to date. Furthermore, given its antibiotic resistance, prevention of infection with a prophylactic vaccine may represent a better alternative than eradication of an existing infection. We …

Pseudomonas aeruginosa is a major opportunistic pathogen in cystic fibrosis (CF) patients and causes a wide range of infections among other susceptible populations. Its inherent resistance to many antimicrobials also makes it difficult to treat infections with this pathogen. Recent evidence has highlighted the diversity of this species, yet despite this, the majority of studies on virulence and pathogenesis focus on a small number of strains. There is a pressing need for a P. aeruginosa reference panel to harmonize and coordinate the collective efforts of the P. aeruginosa research community. We have collated a panel of 43 P. aeruginosa strains …

This paper considers the potential merits of emotional competency coaching for undergraduate students. We outline the findings from our previous work which showed, for example, that a sample of First Year undergraduate students failed to engage with coaching primarily because it was not a mandatory aspect of the curricula. An analysis of the National Framework of Qualifications (NFQ) - which details the specific learning outcomes that must be achieved by all Irish academic syllabi found that this framework makes scant reference to the development of social and emotional skills. Therefore, a revised working model of the NFQ is proposed, which …

Four Week Lumbopelvic-Hip Complex Intervention Program And Its Effects On Tuck Jump Assessment In Active Youth, Gretchen D. Oliver, Terry Dewitt
Articles
Injury in youth physical activity has become a major concern with the rising rate of participation. Lumbopelvic-hip complex (LPHC) stability, also known as core stability, has been found to contribute to proper force dissipation and ultimately more effective mechanics. Therefore, the purpose of this study was to examine the effects of a LPHC neuromuscular strengthening program on at-risk youth using the Tuck Jump Assessment. Forty-five youth grades 6, 7, and 8 participated in the Tuck Jump Assessment. Then those participants who scores were indicative of 'at risk' were enrolled in a four-week LPHC intervention program. Those participants whose sores did …

Characterization Of Polylactic Acid Films For Food Packaging As Affected By Dielectric Barrier Discharge Atmospheric Plasma, Shashi Pankaj, Luke O'Neill, N. Misra, Paula Bourke
Articles
Dielectric barrier discharge (DBD) air plasma is a novel technique for in-package decontamination of food, but it has not been yet applied to the packaging material. Characterization of commercial polylactic acid (PLA) films was done after in-package DBD plasma treatment at different voltage and treatment time to evaluate its suitability as food packaging material. DBD plasma increased the roughness of PLA film mainly at the site in contact with high voltage electrode at both the voltage levels of 70 and 80 kV. DBD plasma treatments did not induce any change in the glass transition temperature, but significant increase in the …
Humidity And Temperature Effect On Properties Of Transmission Gratings Recorded In Pva/Aa-Based Photopolymer Layers, Tatsiana Mikulchyk, Suzanne Martin, Izabela Naydenova
Humidity And Temperature Effect On Properties Of Transmission Gratings Recorded In Pva/Aa-Based Photopolymer Layers, Tatsiana Mikulchyk, Suzanne Martin, Izabela Naydenova
Articles
This paper explores the effects of humidity on gratings recorded in a polyvinylalcohol–acrylamide photopolymer medium. Investigation of the behaviour of transmission gratings exposed to high humidity is of significant interest for two reasons, firstly because the grating's sensitivity to humidity can be exploited for the development of irreversible humidity indicators, secondly because too much sensitivity to humidity can limit the use of these materials in applications where an environmentally stable hologram is needed. In this paper we focus on the effect of high humidity on the properties of volume phase transmission gratings recorded in PVA/AA photopolymer layers in the temperature …

This paper proposes a novel design for a surface plasmon resonance (SPR) fiber sensor with an axisymmetric sub-wavelength metal grating layer. The relationship between the sensor performance (the sensitivity S and the quality factor Q of the SPR dip) and the characteristic parameters are investigated. Numerical simulation results show that the proposed sensor can achieve a maximum sensitivity of 13000nm/RIU (refractive index unit) for a refractive index range from 1.3 to 1.4.

Connecting seasonal ranges of migratory birds is important for understanding the annual template of stressors that influence their populations. Brewer’s sparrows (Spizella breweri) and sagebrush sparrows (Artemisiospiza nevadensis) share similar sagebrush (Artemisia spp.) habitats for breeding but have different population trends that might be related to winter location. To link breeding and winter ranges, we created isoscapes of deuterium [stable isotope ratio (δ) of deuterium; δ 2H] and nitrogen (δ 15N) for each species modeled from isotope ratios measured in feathers of 264 Brewer’s and 82 sagebrush sparrows and environmental …

Tree Reduction And Debris From Mastication Of Utah Juniper Alter The Soil Climate In Sagebrush Steppe, Kert R. Young, Bruce A. Roundy, Dennis L. Eggett
Articles
Juniper (Juniperus spp.) trees are masticated to reduce canopy fuel loads and the potential for crown fire. We determined the effects of tree reduction and soil cover in the forms of tree mounds and masticated debris on hourly soil water potential and soil temperature at 1–30 cm soil depth. Measurements were made in masticated and untreated areas at three sites in the western Utah portion of the Great Basin. Cumulative seasonal-response variables included wet days (>−1.5 MPa), degree days (>0 °C), and wet degree days (>−1.5 MPa and >0 °C). Masticated areas had 27 more wet …

Leveraging Depolarization To Increase The Link Reliability For Wireless Sensors Operating In Hyper-Rayleigh Environments, Jeff Frolik, Vit Sipal, David J. Edwards
Articles
Wireless communications within enclosed environments such as aircraft and vehicles have been shown to experience fading with statistics that are worse than Rayleigh. Motivated by low-cost, low-complexity systems (e.g., wireless sensors) that may be deployed in such environments, this work explores the benefits of polarization diversity using very large data sets collected over a small area and over the 5-6 GHz band. The results also demonstrate that antennas capable of capturing depolarized signal components can significantly mitigate the harshest of fading environments.

THIS YEAR marks the centenary of the birth of one of the world's finest writers, the French-Algerian Albert Camus (1913-1960). When his father, a pied-noir farm labourer died fighting in the French army during the First World War, Camus' mother, Catherine, was forced to work as a cleaner to provide for her two sons. The younger one, Albert, demonstrated academic talent from an early age and managed to continue in education due to the interest taken in him by two inspirational teachers, Louis Germain and the well-known philosopher, Jean Grenier. He was also awarded scholarships, without which he could not …
