Tax, Trade And Harmful Tax Competition: Reflections On The Fsc Controversy, Reuven S. Avi-Yonah Dec 2000

Tax, Trade And Harmful Tax Competition: Reflections On The Fsc Controversy, Reuven S. Avi-Yonah

Articles

This article contrasts three approaches to dealing with the BEPS problem: adopting a unitary taxation regime, ending deferral, and adopting anti-base-erosion measures. It concludes that while the first approach is the best long-term option, the other two are more promising as immediate candidates for adoption in the context of U.S. tax reform and the OECD BEPS project.

We describe an experiment that has set new limits on the time reversal invariance violating D coefficient in neutron beta decay. The emiT experiment measured the angular correlation [J] . (p(e) x p(p)) using an octagonal symmetry that optimizes electron-proton coincidence rates. The result is D=[-0.6+/-1.2(stat)+/-0.5(syst)] x 10(-3). This improves constraints on the phase of g(A)/g(V) and limits contributions to T violation due to leptoquarks. This paper presents details of the experiment, data analysis, and the investigation of systematic effects.

Ccd Speckle Observations Of Binary Stars From The Southern Hemisphere. Ii. Measures From The Lowell-Tololo Telescope During 1999, Elliott P. Horch, Otto Franz, Zoran Ninkov

Articles

Speckle observations of 145 double stars and suspected double stars are presented and discussed. On the basis of multiple observations, a total of 280 position angle and separation measures are determined, as well as 23 high-quality nondetections. All observations were taken with the (unintensified) Rochester Institute of Technology fast-readout CCD camera mounted on the Lowell-Tololo 61 cm telescope at the Cerro Tololo Inter-American Observatory during 1999 October. We find that the measures, when judged as a whole against ephemeris positions of binaries with very well-known orbits, have root mean square deviations of (1.8+/- 0.3) degrees in position angle and (13+/-2) …

Reinventing Structural Reform Litigation: Deputizing Private Citizens In The Enforcement Of Civil Rights, Myriam E. Gilles Oct 2000

Reinventing Structural Reform Litigation: Deputizing Private Citizens In The Enforcement Of Civil Rights, Myriam E. Gilles

Articles

The aim of this Article is to explore the possibility of constructing a model that harnesses the power of private citizens to reform unconstitutional practices, particularly in the critical area of police-related rights violations. I seek here to reintegrate private citizens into the enforcement of public laws; to tap the private experiential and financial resources that were a necessary condition of the great structural reform efforts of the civil rights movement of the 1950s and 1960s.

The vehicle by which I propose to accomplish these ends is a simple, yet novel, amendment to 42 U.S.C. § 14141, the statute which …

The Peroxisome Proliferator-Activated Receptor Alpha (Ppar ) Regulates Bile Acid Biosynthesis., Mary Hunt, Yi-Zeng Yang, Gosta Eggertsen, Claes Carneheim, Mats Gafvels, Curt Einarsson, Stefan Alexson

Articles

Fibrates are a group of hypolipidemic agents which efficiently lower serum triglyceride levels by affecting the expression of many genes involved in lipid metabolism. These effects are exerted via the peroxisome proliferator-activated receptor alpha (PPARa). In addition, fibrates also lower serum cholesterol levels, suggesting a possible link between the PPARa and cholesterol metabolism. Bile acid formation represents an important pathway for elimination of cholesterol, and the sterol 12a-hydroxylase is a branch-point enzyme in the bile acid biosynthetic pathway, which determines the ratio of cholic acid to chenodeoxycholic acid. Treatment of mice for one week with the peroxisome proliferator WY-14,643 or …

It is natural to suppose law is like the centurion and can do as it will: "I say to this man, Go, and he goeth; and to another, Come, and he cometh; and to my servant, Do this, and he doeth it." But a thousand years ago, King Canute tried to disillusion his courtiers about his efficacy by commanding the waves to stop beating. And fifty years ago, Harry Truman predicted of Dwight Eisenhower, "He'll sit here, and he'll say, 'Do this! Do that!' And nothing will happen. Poor Ike-it won't be a bit like the Army. He'll find it …

Quality Of Shredded Carrots As Affected By Packaging Film And Storage Temperature, Catherine Barry-Ryan, David O'Beirne Jul 2000

Quality Of Shredded Carrots As Affected By Packaging Film And Storage Temperature, Catherine Barry-Ryan, David O'Beirne

Articles

Different packaging films and storage temperatures were used to establish a range of equilibrium modified atmospheres for storage of shredded carrots. Quality and storage-life of the packaged shredded carrots were determined using sensory evaluation, microbial counts, and a range of physical tests. Minimal processing steps such as peeling and shredding caused physical damage, physiological stress, and enhanced microbial growth, leading to a reduced shelf life when compared to the whole vegetable. A P-plus microporous film (CO2 permeability of 29103mL.m 2.d 1.atm 1) was the most suitable for the storage of shredded carrots. Findings indicated that deterioration in these products was …

Money And The Law: Why Comply With The Public International Law Of Money?, Beth Simmons Jul 2000

Money And The Law: Why Comply With The Public International Law Of Money?, Beth Simmons

Articles

Why do sovereign governments make international legal commitments, and what impact does international law have on state behavior? Very little empirical research exists that tries to answer these questions in a systematic way. The research in this Article examines patterns of commitment to and compliance with international monetary law. Countries commit themselves legally to liberal monetary policies not only to signal an intention to comply, but also because other governments so commit (an example of policy convergence). They comply largely to preserve their reputation for providing a stable framework for the protection of property rights, but once again, are greatly …

Lightness Dependencies And The Effect Of Texture On Suprathreshold Lightness Tolerances, Ethan D. Montag, Roy S. Berns Jun 2000

Lightness Dependencies And The Effect Of Texture On Suprathreshold Lightness Tolerances, Ethan D. Montag, Roy S. Berns

Articles

A psychophysical experiment was performed to determine the effects of lightness dependency on suprathreshold lightness tolerances. Using a pass/fail method of constant stimuli, lightness tolerance thresholds were measured using achromatic stimuli centered at CIELAB L* = 10, 20, 40, 60, 80, and 90 using 44 observers. In addition to measuring tolerance thresholds for uniform samples, lightness tolerances were measured using stimuli with a simulated texture of thread wound on a card. A texture intermediate between the wound thread and the uniform stimuli was also used. A computer-controlled CRT was used to perform the experiments. Lightness tolerances were found to increase …

Hydrodynamic Drag In Steller Sea Lions (Eumetopias Jubatus), Lei Lani Stelle, Robert Blake, Andrew Trites Jun 2000

Hydrodynamic Drag In Steller Sea Lions (Eumetopias Jubatus), Lei Lani Stelle, Robert Blake, Andrew Trites

Articles

Drag forces acting on Steller sea lions (Eumetopias jubatus) were investigated from 'deceleration during glide' measurements. A total of 66 glides from six juvenile sea lions yielded a mean drag coefficient (referenced to total wetted surface area) of 0.0056 at a mean Reynolds number of 5.5x10(6). The drag values indicate that the boundary layer is largely turbulent for Steller sea lions swimming at these Reynolds numbers, which are past the point of expected transition from laminar to turbulent flow. The position of maximum thickness (at 34 % of the body length measured from the tip of the nose) was more …

Sans Polarization Analysis With Nuclear-Spin-Polarized He-3, T. R. Gentile, Gordon L. Jones, A. K. Thompson, J. Barker, C. J. Glinka, B. Hammouda, J. W. Lynn Jun 2000

Sans Polarization Analysis With Nuclear-Spin-Polarized He-3, T. R. Gentile, Gordon L. Jones, A. K. Thompson, J. Barker, C. J. Glinka, B. Hammouda, J. W. Lynn

Articles

A neutron spin filter based on transmission through nuclear-spin-polarized He-3 gas has been applied to polarization analysis of small angle neutron scattering (SANS). Such spin filters, which are based on the large spin dependence of the absorption of neutrons by He-3, make SANS polarization analysis possible because of their large angular acceptance. In the present experiment, a He-3-based analyzer was employed to separate nuclear scattering into its coherent and spin-incoherent components. Polarized He-3 analyzers were prepared by two different optical pumping methods and installed on the NG3 SANS instrument at the NIST Center for Neutron Research (NCNR). Measurements were taken …

Observational Limits On Terrestrial-Sized Inner Planets Around The Cm Draconis System Using The Photometric Transit Method With A Matched-Filter Algorithm, Laurance R. Doyle, Hans Deeg, Valerij Kozhevnikov, Zoran Ninkov, Et Al. May 2000

Observational Limits On Terrestrial-Sized Inner Planets Around The Cm Draconis System Using The Photometric Transit Method With A Matched-Filter Algorithm, Laurance R. Doyle, Hans Deeg, Valerij Kozhevnikov, Zoran Ninkov, Et Al.

Articles

A lightcurve of the eclipsing binary CM Draconis has been analyzed for the presence of transits of planets of size >= 2.5 Earth-radii (Re), with periods of 60 days or less, and in co-planar orbits around the binary system. About 400 million model lightcurves, representing transits from planets with periods ranging from 7 to 60 days, have been matched/correlated against these data. This process we call the "transit detection algorithm" or TDA. The resulting `transit-statistics' for each planet candidate allow the quantification of detection probabilities, and of false alarm rates. Our current lightcurve of CM Dra has a coverage of …

Effects Of Peeling Methods On The Quality Of Ready-To-Use Carrot Slices, Catherine Barry-Ryan, David O'Beirne Apr 2000

Effects Of Peeling Methods On The Quality Of Ready-To-Use Carrot Slices, Catherine Barry-Ryan, David O'Beirne

Articles

The effects of methods used for peeling and physiological age (over-wintering) on the quality and storage life of carrot disks packaged in modified atmosphere were examined. Commercial mechanical abrasion peeling using fine or coarse carborundum plates, was compared with carrots peeled by hand, before slicing into disks. Slices which had been peeled by abrasion had higher respiration rates, greater microbial contamination and growth rates, higher pH values, higher rates of weight loss and shorter microbiological shelf-lives than those which had been hand peeled. These results reflected the higher quality of the manually peeled carrots. Micrographs of the peeled surfaces confirmed …

Passing Money On: Equity Theory And Distribution Of Money In A Will, Morton Isaacs Mar 2000

Passing Money On: Equity Theory And Distribution Of Money In A Will, Morton Isaacs

Articles

127 respondents were asked to distribute $100,000 in a will among their four children shown as differing in helpfulness to the respondent and need for the money. The majority of respondents divided the money unequally, with more than 2/3 rejecting a norm of equality in favor of rewarding helpfulness (equity) and relative need. Last year's research produced results favoring equality. Possible reasons for this disparity and implications for further research on Equity theory are presented.

Book Review (Reviewing Jeremy Waldron, Law And Disagreement (1999)), Richard A. Posner

Articles

In Law and Disagreement, Jeremy Waldron, born and educated in New Zealand and trained in England, mounts a powerful argument in favor of legislation as a legitimate source of authority and correspondingly denigrates the American faith in judicial review. Waldron claims among other things that a legislature's inability to achieve consensus enables legislation to resolve disputes in a way that preserves the dignity and self-respect of losers in the policy struggle. In this Book Review Essay, Judge Posner commends Waldron for his impressive criticisms of the theoretical basis for the American faith in judicial review. At the same time, he …

Two Rank Order Tests For M-Ary Detection, Viswanath Annampedu, Vladimir V. Roganov, Ramanarayanan Viswanathan Mar 2000

Two Rank Order Tests For M-Ary Detection, Viswanath Annampedu, Vladimir V. Roganov, Ramanarayanan Viswanathan

Articles

We consider a general M-ary detection problem where, given M groups of L samples each, the problem is to identify which unique group of L samples have come from the signal hypothesis. The optimal likelihood ratio test is unrealizable, when the joint distribution of ML samples is not completely known. In this paper we consider two rank order types of tests termed as the modified rank test (MRT) and the modified rank test with row sort (MRTRS). We examine through simulation, the small sample probability of error performances of MRT and MRTRS for detecting a signal among contaminants. Numerically …
