In 1785, two men came into important government positions in New Spain who had considerable influence on the Indian policies of the Spanish frontier. These men were Bernardo de Galvez and Jacobo Ugarte y Loyola. Both had proven their competence through earlier services to the crown. Galvez had come to the new world while still a relatively young man in 1769. Due to his own accomplishments, and the watchful eye of his uncle, Jose de Galvez, Bernardo advanced rapidly.
