Practice Into Policy And Policy Into Practice: An Interview With Dr. Carol Dahir, Jennifer K. Niles

A leader in the field of school counseling and school counselor education, Dr. Carol Dahir has engaged in policy development at state, national, and international levels. Through her work, she has served as an advocate for the profession and its advancement. Dr. Dahir co-developed the American School Counselor Association (ASCA) National Standards for School Counseling Programs (1997) alongside Dr. Chari Campbell, which became guiding principles for the profession. Through her work, Dr. Dahir believes strongly in the implementation of moving policy into practice, highlighting this as a major theme of her reflection on our interview. Examining Variation In Compliance To A New School Counselor Policy By School And School Counseling Program Variables, Chloe Lancaster, Michelle Welch-Brasfield, Martha F. Burke

Journal of School-Based Counseling Policy and Evaluation

To address a gap in the research, we conducted a policy evaluation to investigate if a recent state policy change had met its intended goals to decrease school counselor ratios and increase their time with students. Participants included 143 PK-12 public school counselors in one state in the southeastern region of the United States. Results of this statewide study revealed; (a) a decline in ratios pursuant to policy adoption; (b) less non-counseling duties when following the policy; and (c) elementary level school counselors were more likely to meet policy guidelines as compared to secondary school counselors. Dr. Trish Hatch has served as a leader in school counselor policy and advocacy for over 30 years. As a co-author of the ASCA National Model, Dr. Hatch has worked tirelessly to establish school-based policies to promote the profession of school counseling at the district, state, and federal levels. This interview serves to provide readers with insight on the importance of advocacy and understanding how to navigate political systems to affect policies that influence the profession of school counseling.

This article is the second of a two-part series that describes the development of the Taxonomy of Policy Levers to Promote High Quality School-Based Counseling. A previous article (Morshed & Carey, in press) described the development of the Taxonomy using content analysis of existing published descriptions of policy levers used to promote quality school-based counseling. This present article tested the utility and comprehensiveness of the Taxonomy by having experts from South Korea, Nigeria, and West Virginia review policies in their regions.. Development Of A Taxonomy Of Policy Levers To Promote High Quality School-Based Counseling, Mohammad Mahboob Morshed, John Carey

There is a lack of an established framework or taxonomy in the academic literature to systematically analyze school counseling policies. This study was conducted to fill in this gap. Specifically, the researchers propose an initial taxonomy developed based on review of relevant school counseling policy documents and research. The proposed taxonomy has 21 policy levers grouped under seven policy foci covering school counselors’ initial competence, continuing competence, effective school counseling practices, planning and evaluation of school counseling, distinct school counselor roles, hiring of school counselors, and the continual improvement of school counseling system. Virginia has undertaken a variety of actions to mitigate the emission of greenhouse gasses and adapt to climate related changes to our weather, wildlife, and sea level. However, these changes have not been undertaken in a coordinated fashion, nor have they been in clear response to the recommendations of any entity that has approached the problem of climate change as a whole. Greenhouse gas mitigation has taken place in the form of a few policies to capture landfill gas, encourage limited energy efficiency, encourage growth of some renewable energy, and reduce vehicle miles traveled. Complex biotic communities which have lately been recognized as being of vital importance to aquatic and upland ecosystems have evolved at Virginia's land-water interface. Most obvious are the beaches and vast intertidal stands of halophytic (salt-tolerant) plants on the periphery of the Atlantic Ocean, Chesapeake Bay and their subordinate estuaries. Less obvious, but no less important, are nonvegetated intertidal flats and coastal freshwater marshes. Inland swamps and freshwater marshes complete the inventory; though more limited in extent than their coastal analog.
