The emergence of more devastating and organized cyber attacks by non-attributable threat actors internationally raises questions about whether classical deterrence theory in its contemporary form has assisted important military defence alliances, like the North Atlantic Treaty Organization (NATO), to adapt to the changing threat landscape. The timeline of the NATO Alliance's adaptation to external cyber threats is examined at critical historical junctures. Changes and adaptation within internal policy-making processes at NATO headquarters and its affiliated centres, think tanks, and military bases are analysed with input from informed decision-makers. The Childcare PhysicaL ActivitY (PLAY) policy was an evidence-informed, eight-item institutional-level policy document targeting children’s physical activity, outdoor play, and sedentary time. Nine childcare centers in London, Ontario, participated in this cluster, randomized controlled trial. Early Childhood Educators allocated to the experimental group, from five childcare centers in London, Ontario, implemented the policy for young children (18 months to 4 years) for 8 weeks and documented adherence to each policy item (i.e., dose) in daily logs. Background: The importance of daily physical activity is crucial for healthy development during the early years. Currently, a formal written physical activity policy is lacking in Canadian childcare centers, but holds promise for offering consistent physical activity opportunities. Objectives: On January 1, 2020, the Government of Ontario passed a regulation banning vaping advertisements by retailers, apart from specialty shops. A motivation for this ban was to limit youth exposure to vaping advertisements. The primary goal of this research was to evaluate the impact of this ban on the number and density of vaping advertisements surrounding secondary schools. Additionally, we examined whether the number of vaping advertisements varied by school socio-demographic characteristics. Methods: This study used a pre-post design. Despite the larger number of temporary foreign workers (TFWs) that are channelled through a long-standing Temporary Foreign Worker Program (TFWP), their experience with the program and, more broadly, within the Canadian society has been overlooked.

This study examines the ways in which a denizen status coupled with other social factors, such as race and amount of human capital, create marginalizing migratory experience for low-skilled TFWs in Canada. As denizens, these migrant workers are isolated in the geographical, economic, political, and social periphery of Canadian society. BACKGROUND.: As front-line service providers who often work in systems regulated by governmental bodies, occupational therapists can be conceptualized as "street-level bureaucrats" ( Lipsky, 1980/2010 ) who effect and are affected by policy.

PURPOSE.: Drawing on understandings from a study of long-term unemployment, this article proposes that occupational therapists, as street-level bureaucrats, respond to inter-related policies and systems in ways that can perpetuate, resist, or transform opportunities for doing and being.

This chapter describes policy mechanisms that can be revised to support “music making by all.” Aguilar starts with the normative claim that engagement in music education in elementary, secondary, and post-secondary institutions should encompass opportunities for a range of music-making experiences, especially those experiences that may be ignored or marginalized because of the traditional structure of post-secondary institutions. Broadening choices for musical engagement may provide greater relevance, as well as increased access and participation in learning music by all and for all.

This qualitative exploratory case study, situated in a Canadian community college, was designed to characterize the leadership practices that have emerged during the implementation of national curriculum standards in a Denturism program. Due to significant changes in the Canadian copyright system, universities are seeking new ways to address the use of copyrighted works within their institutions. While the law provides quite a bit of leeway for use of copyrighted materials for educational and research purposes, the response by Canadian universities and related associations has not been to fully embrace their legal rights – rather, they have taken an approach that places emphasis on risk avoidance rather than maximizing use of materials, unlike their American counterparts. Creating successful schools is a priority for governments, district officials, administrators, teachers and parents around the world, but just what does ‘school success’ mean? Grounded in theories of collective sense-making and learning, this article presents how school success is defined in three schools in Ontario, Canada, and draws on Ball, Maguire and Braun’s theory of policy enactment to explain similarities and differences between the schools’ definitions. A comparative case study of three elementary schools in the same neighbourhood finds that students’ happiness and academic learning (rather than achievement on standardized tests) are common aspects of each school’s multifaceted definition of …

We argue that principal preparation programs should help candidates: 1) recognize the political role of the school principal; 2) develop political skills (including the ability to strategically appropriate policy); and 3) understand that the political approach of the principal influences teaching, learning, relationships, governance, and reform efforts. In addition, we report findings of our analysis of Ontario’s Principal Qualification Program guidelines to determine if they require principal preparation programs to develop aspiring school leaders’ political skills.

This thesis aims at examining vulnerability to HIV/AIDS among adolescents in Malawi. The study uses mixed methods that combine quantitative and qualitative techniques in order to better understand whether there are significant variations in the pattern of sexual behaviour between adolescent orphans and non-orphans. Results of a quantitative analysis (n=1214) revealed that orphans are less likely to undertake voluntary counseling and testing (VCT) for HIV/AIDS, that they tend to experience their first sexual intercourse earlier in life, and that they are generally more likely to engage in high risk sexual behavior than non-orphans. Objective. Methodological criteria that characterise ethically sound community-based studies are often described in overviews but are rarely documented in clinical studies. Research investigating the health of Aboriginal Australians is often small-scale, descriptive and largely driven by non-Indigenous people. The ‘community-controlled’ model of research relating to Aboriginal peoples health is a form of ‘participatory’ research that shifts the balance of control towards those being researched. This paper describes the methodological issues and principles that underpin community-controlled health research; their practical application; and encourages their adoption in research involving Indigenous populations.

Seeking to define families as groups of people who share earning and caring activities, we contrast theoretical orientations that see advantages to a division of labour or complementary roles, in comparison to orientations that see less risk and greater companionship in a collaborative model based on sharing paid and unpaid work, or co-providing and co-parenting.
