Indicators have become an important tool for policy actors at the bilateral and multilateral level over the past twenty years; however, they have mainly been developed in relation to development and public health goals. This note identifies the practical and methodological challenges in developing global (i.e. cross-national) indicators for transitional justice, through reflection on a practical engagement with UN Women, for which the author developed two indicators on women’s participation in truth commissions and in reparations programs. In 2012, Brazilian President Dilma Roussef installed the Brazilian Truth Commission (CNV) to address gross human rights violations that occurred from 1946-1988.One of the most important sources of information available regarding this period is the files of the agencies that comprised the Brazilian intelligence system during the dictatorship. In total, there were around 12 million pages of relevant text in the National Archives. To make effective use of this trove of information, the CNV was challenged to use some data science tools to look for useful information within this huge dataset. Although the role of local Human Rights Organizations (HROs) has attracted some attention in the transitional justice literature, this note from the field examines an under-studied HRO strategy: the production and systematization of information. In particular, it focuses on the Center for Legal and Social Studies’ (CELS) efforts to promote accountability for the gross human rights violations committed during Argentina’s last period of military rule (1976–1983). It argues that the production and systematization of information is foundational for transitional justice advocacy, and CELS’ work has influenced Argentina’s transitional justice processes and the broader struggle for accountability. An emergent priority in the field of transitional justice is gathering and analyzing empirical data to advance understanding of violent conflicts and responses to the transgressions committed during such events. A major segment of this research focuses on countries, policies, processes, and institutions as the units of observation. Among the limitations of such research, however, is the lack of direct, in-depth attention to relevant individual actors and their roles in these settings. The production and use of datasets is a growing area in transitional justice research. One constant limitation, however, is the way this data is visualized. Relying only on static graphics and tables, many of these datasets are insufficiently explored and analyzed, and remain inaccessible for other researchers. Interactive data visualization tools are an ideal method for overcoming this gap. They are able to adequately present a wide range of quantitative and qualitative data- types, such as geographic, temporal, network, and text data, and their interactive functions allow for a better exploration and understanding of the data. Beyond Peace Vs. Justice: Assessing Transitional Justice’S Impact On Enduring Peace Using Qualitative Comparative Analysis, Mariam Salehi, Timothy Williams

Previous studies of the effects of transitional justice measures on post-conflict societies, specifically the longevity of emerging peace, have reached different conclusions, owing in part to whether they are large-n or small-n studies. We propose an alternative methodological approach, Qualitative Comparative Analysis (QCA), to address the controversy. QCA allows researchers to harness the qualitative depth of case studies, yet also facilitates broad cross-national comparison. Using the Post-Conflict Justice dataset, we show how QCA reveals several pathways societies can take to enduring peace. This paper examines the role of mixed and multi-level methods datasets used to inform evaluations of transitional justice mechanisms. The Colombia reparation program for victims of war is used to illustrate how a convergent design involving multiple datasets can be used to evaluate the effectiveness of a complex transitional justice mechanism. This was achieved through a unique combination of (1) macro-level analysis enabled by a global dataset of transitional justice mechanisms, in this case the reparations data gathered by the Transitional Justice Research Collaborative, (2) meso-level data gathered at the organizational level on the Unidad para las Victimas (Victims Unit), …

There is a growing recognition in transitional justice research of the crucial significance of context-appropriate measures of justice practices and needs, which account for the diversity, locality, and complexity of individuals’ experiences of the past. In this perspective, this paper highlights the significance of oral history collections for exploring pluralistic understandings of the personal past and their relation to symbolic justice practices and needs. We argue that their audio-visual dimension and multi-layered nature makes them a unique qualitative data source that can contribute to a more realistic assessment of justice concerns in transitional settings.
